So...would a president have authority to recall troops or tell them to stand down, all the while, just letting the “state of war”, as declared by the Congress, continue indefinitely? Laughing at myself here. Asked the question before I watched the whole video. I guess the original question is still valid, but now I ask: since no formal declaration has been made, as Commander in Chief, does the president have authority to recall troops from (for lack of a better term) “war zones”? If he tried do you think it would set up a possible amendment to the Constitution?
