The water pumping out of the houseboats isn't necessarily from the bilge. You're probably seeing houseboat A/C systems running which take in water to help cool the system, then spit it back out into the lake. Slip prices were around $15 per foot of vessel per month last I checked.

those boats aren't leaking. that's the air-conditioning to keep the temperature and the humidity down inside the boat. I live in key largo and that's what everyone does. BTW I house boated lake Powell twice. In 83 with a 36-footer rented from Wahweap marina and in 87 a 52-footer towing an 18-foot ski boat from Halls crossing. Drove right up to rainbow bridge both times NPS had a floating dock there. There was water under the bridge not for boating, never went to Hite, Used dangling rope for gas both times. Bucket list stuff. The trips of a lifetime.

marine air conditioners use heat pumps so the water is used to transfer heat that water you seen getting pumped out is from the AC

The bilge pumps are usually not always from taking on water, they do cycle water for cooling for certain things like generators etc.

I keep hearing that the glen canyon dam will be dismantled. Do you know anything about that? I love lake powell and would be devastated if that happened.

The Glen Canyon Dam isn’t going anywhere, at least for now. The only time the government will take action on the dismantlement of Glen Canyon Dam is if the reservoir hit deadpool and stayed there for years. They legally have to send water to the lower basin (Lake Mead/Hoover Dam) and if they (Upper Basin States/Lake Powell) can’t meet their obligations of sending that water downstream, the upper basin has to legally stop using water. It’s written within the Colorado Compact in this way. The government will impose harsh restrictions before this happens (Tear 2B, or Tear 3 restrictions). But here is the catch tier restrictions only happen when Lake Mead reaches certain levels of elevation on the back side of Hoover Dam, which are Full Pool Lake Mead (Above Sea Level) 1,219' Tier 0 - Above 1,090' Tier 1 - Above 1,075' Tier 2 - Above 1,050' Tier 2b - Above 1,045' Tier 3 - Above 1,025' These rules were written in mind with an over-allocated water supply due to limited water data and unusually wet years in the early 1900s.

There's a whole "Tear all the dams down!" cult among the Sierra Club types. They keep trying to drum up political support for the idea. When you ask them how they will replace all the clean electricity and fresh water, you either get 1) a deer in the headlights look, or 2) a rant that no one should be living in the desert, and you all need to leave.
