What the officer means by saying "these people" is you have to be careful how you search these people who chose to buy crack cocaine. He's not being racist. He's being specific. The officer also mentioned an acquaintance officer of his who searched a person and ended up getting stuck with a syringe and contracting HIV.

That are also protocols and treatments for such cases that when done properly can pretty much eliminate any risk of contracting HIV. The virus just doesn't "survive" very long outside of the body which makes it more difficult to spread in that manner. Now Hepatitis C on the other hand.....
