Sure! So sorry, I haven't heard Konstatin's take so can only react to your comment. Overall no, that's not the case. Shoigu will no longer be pivotal in the prosecution of the war, and his capacity to perpetuate mass corruption is lowered in his new role. But he remains an important player. He will have direct access to Putin, which matters enormously. And he will have some oversight over the military industrial complex, for instance via his place on the military industrial commission. There is no evidence he has personally fallen out of favour with Putin. There have been arrests, inc the arrest of the dep min of defence, but that doesn't change the above. Nothing is this regime is out of the question, but so far, it looks like Shoigu's latest position gives him somewhat less power but more medium term security. Hope this helps! Thank you for asking.

Managed conflicts has been used by all autocrats throughout history. Beginning with Ancient Roman Empire and its emperors’ intrigues, passing through kings from Middle Ages, ending with modern day dictators. Of cause, Hitler never was the one who minded up this technique, nor the one who was successful in using it (recall a failed coup against him in 1944, perfect demonstration of poor Hitler’s talents to balance those conflicts). Enough to remember Niccolo Machiavelli in XVI century writing… ‘recommendations’ to autocrats how to rule and underlining exactly this technique as one of the most important. And many dictators were more successful in using managed conflicts then Hitler was. Like Josef Stalin who stayed in power until his natural death using this tactics all the time. And Putin is closer to Stalin’s tradition rather then to Hitler’s one)))

One thing that never sat well with me: When they did the first round of mobilization, they had to know people were going to flee. Since they had time to plan it out, they could have closed their borders earlier if they wanted. They did not, though. I now wonder if that was simply to give more disloyal elements of the populace a free chance to leave, so that politicizing the remainder would become easier.

I think it makes more sense that by allowing the more disloyal people with the means to leave there are fewer large public demonstrations against the war, resulting in a continuation of the depoliticized middle feeling OK to ignore the effects of the war. And, it allows portraying the people who left as having been deluded by Western excesses.

closing the border is an alarming move, which would interfere with Putin's depoliticization strategy. That's why the mobilization was explicitly called "partial", and, probably unbeknownst to you as someone who's I assume not Russian, there was an "ad" campaign which was pointing out that 300k is less than 1 percent and was comparing this amount to, for example, 1 french fry out of the usual fast food restaurant portion, so chillax it (overwhelmingly likely) wont affect you keep living your life everything is fine yadda yadda. Right after the active phase ended they've started to make a full registry of draftable people, that would allow to, among other things, selectively close the border for them, and it's gonna start working in November. That suggests to me that depoliticization course, at least for now, isn't going to end. As to why the first round was a disaster broadly - it was done in the aftermath of Ukrainian counteroffensive, and, if we were to disregard the political side entirely, should have been done a long time ago (according to CIT analysis at least, not that I know better), which suggests to me that it was simply a panic measure. Also consider that Putin doesn't get anything close to a correct picture of how the war is going, since the reports are softened bottom-up on every level as no one wants to report bad news on what they're responsible for, so he likely thought that things are fine as they are, which contributed to the panic. Ofc it did turn out to be a huge political risk though, so now with the registry they're trying to set things up so that it wouldn't happen again

@@7enima682 I'm more curious why the border wasn't closed earlier, that's the part that always stood out to me. It was done quickly once the decision was made, they just waited a little bit. It's basic sense that conscription will cause flight, no amount of ignorance or ad campaigns could overshadow that. People flee conscription in every war in every country, it's just self-preservation. I see a nearly zero chance that they thought flight would be minor, regardless of their efforts to reduce it. Now through the lens of a new re-politicization strategy, it makes a bit more sense in hindsight.

The border isn't closed at all and wasn't closed for even a millisecond, and the selective closure that I was talking about is hard to prep (and therefore is still not in action mind you), because you'd need a ton of data on literally every man in Russia to check whether they're eligible for the draft, whether the notice was issued (which is when you get locked out), not to mention that you'd need to sync it to all the passport controls, banks (cuz it limits your ability to take loans afair), and a ton of other things to limit the conscript's rights. That's just technically difficult to do, not to mention the unwillingness of all these ministrys to share their data. tbf in a country as big as Russia 300k people mark, even with everyone who left, isn't that difficult to meet, and in a tough situation if you are already making a vastly unpopular move, best not to add salt in the wound with a CLOSED BORDER of all things. In the short term the flight didn't really negatively affect much - there's plenty of people still, and they've pretty much closed the hole in the long run.

@@7enima682 Yeah, I guess closed border is the wrong term. I was thinking of the April law they enacted that set up the electronic database for conscription, and barred anyone conscripted from leaving the country or selling their assets.

Vlad, I’m a Russian expat in the US and female, I just learned of Russia’s restrictions on abortion. It’s interesting that they are trying to accomplish this without actual laws. I guess it’s pretty obvious why, it would be hugely unpopular. And I bet as usual there’s a huge difference in how this is impacting rural Russia vs Moscow. Wondering if you might want to discuss this.
