The personal jewelry of Diana would have been split between the brothers. William allegedly asked for the sapphire ring from Harry to give to Catherine. The pieces each brother has, are theirs to give to their wife and daughter. That should not be controversial in any way. The jewelry in the Royal Collection (state owned) and the Royal Family is under the stewardship of the Queen and she can LOAN pieces to family members as she wishes. If you see any article saying that Charlotte will inherit the Spencer tiara, please ignore it. That tiara is not leaving the Spencer family, and by protocol is not available to any of the grandchildren of Diana in any way.

William didn't ask Harry for the sapphire ring, it was actually Harry himself who decided to give him the ring to propose. As he explained, it just felt like the right thing to do because it would be fitting for Diana's ring to be on the hand of the woman who will one day sit on the throne.

I don't believe that story, usually the jewelry goes to the oldest especially the wedding rings and the oldest gets to say who gets what...which was actually shown by the small amount Diana's jewelry that Harry was able to access...megnuts wedding ring is a good example and I think she didn't get much of Diana's jewelry or she would be merching it long before now
