*Roy is a massive hypocrit.* He talks about "bigotry", yet keeps calling non-ghouls "smoothskins". He claims he has a nebulous "right" to the tower, because "in the Wastelands everything is up for grabs", but then complains that Tenpenny "stole" the tower from whoever was there previously (or maybe it was empty?). *Roy says "You only got to keep what you can hold onto", but then complains that the residents of Tenpenny towers dare to shoot at ghouls they perceive as raiders. BY ROY'S OWN LOGIC the tower residents have a right to defend their ownership of their home and if they can defend it they have thus proven their "right" to keep it!* The ghouls were not there first and got evicted, they came later and now want in. Basically Roy's worldview is "someone else has something I want, how dare they, I got a right to kill 'em!" Tenpenny and Roy are pretty much alike: unpleasant amoral old men. And Roy, as th plot proves later, is willing to commit murder even after he gets what he wants (peaceful admittance to the tower), just out of spite. Bessy even hints that Roy "killed a lot of people before". Yes, some of those "elitist" residents of the tower are assholes, but not all of them. We, the player, stumble into the situation that has been going on for a while, so we don't know if the residents' wish to get rid of the ghouls and their fear of Roy isn't based on actual experience instead of prejudice. I noticed, the tower residents are not actively going out of their way to hunt and murder sentient ghouls. The ghouls are not starving and suffering neglect down in their tunnels (ghouls can't starve, otherwise that ghoul in Fallout 4 wouldn't have survived locked in a bunker for centuries since the bombs fell, and neither would have the Chinese captain of that submarine off the coast of Boston), they could build a nice community of their own there, do some trading, but no, Roy is obsessed with the idea that he has a right to that tower. Humans fearing feral ghouls certainly isn't prejudice and bigotry, but simply sensible. Ferals are animalistic cannibals, and the protagonists kills them without feeling bad about it. Even Roy calls feral ghouls "mindless freaks". But instead of helping the humans by getting rid of the ferals and showing them that sentient ghouls are not monsters and can co-exist with humans, he uses the ferals to attack the tower. Then complains when the humans defend themselves? "I'll unleash those ferals", Roy says. So how is he different from human raiders who attack settlements to plunder them?

The thing is, nothing bad will happen to the ghouls if they DON'T gain access to the tower! They are not in dire danger, they will not be murdered or starve or be attacked by feral ghouls if they stay in the tunnels, they don't have big-eyed children who will be homeless in the cold rain. They are immortal. THERE IS NO MORAL DILEMMA HERE, except for alleged bigotry of "elitists" not letting someone into their home who openly threatened to kill them. On the other hand, if you let the ghouls into the tower, the residents die. Twelve vs three, with the three having the option to go anywhere else if it wasn't for Roy and his obsession with his "rights" to take whatever he wants.

Well said. The ghouls have all kinds of other options, and no pre-existing claim to the Tower. When we ourselves (IRL or in-game) work hard to build and maintain a safe place to live, why does anyone else have a right to come and force us to share what THEY don't even need anyway? The ghouls should fix up their tunnels to make them however they want, or simply move elsewhere. I could do some fabulous things with those tunnels, and just leave the Tower residents alone, if I were a ghoul.

I love the Tenpenny tower quest line. The reward From Roy is one of the best items in the game but honestly I feel like Roy is more evil than the tenpenny tower residents.

Mr Annomoymous1 the ghoul mask. If you wear it, feral ghouls don’t attack you. So super useful if you don’t want to waste bullets against the bullet sponges that are reavers

When I played for the first time I did a morally good playthrough, so I convinced them all to live in the tower in peace. I come back after some time and the ghouls have killed all the humans... I had no choice but to eliminate the murderers.

This is where the karma system has a problem. Its quite clear that the people in Tenpenny tower are dicks but not bad people, Roy is actually more evil than they are. He wants to kill EVERYONE even tho all he seems to have come into contact with is the Gate Guards and maybe Tenpenny. He doesn't know any of they others, they don't have weapons they are innocent civilians making a living but he doesn't care. He wants to be in that tower for him and his two companions, he doesn't care that there are over 10+ people in there. And yet the karma system says that he is a 'Good' character. If you kill him after he blatantly says he's going to kill everyone you still get bad karma. I did like the Karma system but it wasn't that well used, which is why I kinda liked that it was taken out in F4. HOWEVER I would have prefered that instead of a blanket removal they should've either tweaked it or have used the reputation system from Fallout New vegas. That actually felt like an adequate use of a similar system that worked and made sense to me. The karma system is mainly based on what the creators feel is good and bad, when everyone else has different opinions on what is 'Good' or 'Bad'.

Asher Ketchup because reputation is how much a given person or group likes you. Instead of saying your actions are 'good' or 'bad' it makes more sense that some people will like what you do and some people won't. Ghoul sympathizers might like that you get the Tenpenny tower residents to allow the ghouls to move in but also support you killing the leader when he kills all the residents over a minor altercation. After all, that gives people a negative impression of ghouls in an already hostile milieu.

The thing here is that the Karma system is more something of how the others see you. You steal in Megaton, they think you're doing something evil, but if you steal in paradise falls you don't lose karma (I can't remember if you win) so is more something of how the wasteland sees you. The thing with Roy is that everyone in the wasteland think he is a good guy and the victim of the evil guy Tenpenny, so if you kill him, the rest of the wasteland believe you did something bad. Why does this happends? If you listen to Galaxy News Radio, you hear Three Dog talk about the Tenpanny tower situation in a tone of symphaty for the Ghoul and that he is a victim, so the people that hear Galaxy believe that roy is good guy. Basically, Roy Phillips is a Villain with good publicity

MajorShepard I hated the typical black/white karma system in F3. Of course it was technically in NV as well but almost rendered moot, one of the many things that made that game so much better than F3 imo. Of course the reputation system in NV was awesome and I'm actually surprised they didn't use it in F4, but at least the damn karma system was gone.

I got the Ghouls and the residents to have a sort of truce in my game. However when I found out Roy killed the residents after awhile, I killed every single Ghoul resident in the tower. Looking back they had no right to be there at all. Roy just wanted to get in so he could prove Ghouls could "live in luxury". Most Ghouls are misunderstood and that includes Roy. Roy wasn't interested in having peace with the residents at all. He wanted to get rid of all of them in any way possible, be it unleashing feral Ghouls or killing them under the guise of a "misunderstanding". Trusting Roy was my biggest regret in my game and I have no choice but to live with that.

I found out a clue to one of your unsolved mysteries. In fallout 4 there is an area with a bunch of X’s and ok?’s. The X’s may be the work of that one criminal that requests you to follow his instructions. First thing I’ve noticed is that all his victims have X’s by their corpse. You can find one of his Holotapes at Fens Street Sewer, a short walk NW of Diamond City. I happened to run across this holotape without knowing it was there. It was part of a quest line, however, I wasn’t alone at the time. I had all of my companions along with me. He requires you to be alone for this quest. Definitely something you should check out.

@@alobowithadhd6191 there are 4 of those tapes they're all in the sewer. you don't have to be alone, he's not talking to you he's talking to the detective working his case (this is all pre-war). you find both of their skeletons at the end of the sewer.

In one playthrough I went into the subway and stumbled upon the feral ghouls. I started shooting after they attacked, and then Roy and his dudes attacked me. Felt like I’d done something bad and loaded a previous save. Then got the ghouls peacefully into the tower and a few days go by. Then I felt worse.

OK that has be a glitch in the game because there's no way Roy's a good player especially what he does is the residence of the tower he murders innocent people so I don't care what the game says hes not a good person I mean that's like Finding a finger on 10 penny because conveniently he offered sanctuary to a few people in the waist there's something wrong with that system

Tenpenny is definitely not a nice person. Though I think a lot of the truly evil stuff like nuking Megaton is Burke's doing. Tenpenny just idly mentioned he didn't like seeing it one day so Burke decided to blow the place up. On the other hand Tenpenny thought it was grand to destroy a settlement and wished there were more he could watch explode. He also snipes at whatever he feels like from the tower. Animals. Robots. People. Tenpenny may not be actively evil in the sense that he's deliberately causing harm to others. But his idle actions do hurt others. Roy on the other hand is absolutely not a good person. There are tons of places he and his followers could go, but he's dead set on getting into Tenpenny Tower and will gladly murder everyone there. Micheal and Bessie just want a place to live. The metro tunnels may not be the nicest place, but they could do a heck of a lot worse in the wasteland.

Alison Wonderland and also when asked if he’s ok with all the people who died in the blast when megaton is destroyed he says “oh no I’m rather sore about that but mister burke assured me he did his best to warn them to vacate” but if you ask mister Burke if you can warn people before hand he gets angry and says “absolutely not!” And says the people and the place are both apart of the same sickness. He never warns anyone and then lies to tenpenny so spare tenpenny from feeling the guilt but the game still labels tenpenny as “evil” anyway. The only evil thing tenpenny ever does is say mean things about ghouls

3:07 it's also possible that the military was using this facility for transporting military equipment or the military was possibly in the process of converting these tunnels in to makeshift bomb shelters. In either case that would have warranted a security detail. You wouldn't want any civilians spreading rumors about a possible place to escape to because then they would be over ran with people who just want to survive

Mr. @oxhorn!! just as a note, those "recording devices" are actually reel-to-reel storage computers. they use "Linear Tape-Open" to store, record or playback data in the same way you'd think of a modern day harddrive. they don't necessarily "record" anything, they could be used for simple storage or even playback of data

You are correct, there was a tabletop Fallout made for G.U.R.P.S sometime after Fallout 1 came out which is funny as Fallout was originally was going to be using the GURPS system but Interplay couldn't get Steve Jackson to agree so they reworked the system to the SPECIAL system. Yet they eventually made a tabletop fallout.

If I remember correctly the devs from black Isle, and Obsidian always mock up a couple sessions of table top before they actually put anything into their games just so the can be sure the choices they put into the game are satisfying for RPG fans. There is actually a documentary on the making of Fallout NV. I also believe there is one on fallout 1, (maybe 2?). On a side note if you are looking for a CRPG with many hard choices to make I recommend Tyranny. It takes place in a world where evil has won, and you play as a a mid level official in one of the two armies under the overlord. I think anyone who is in a leadership role should play it to just so they can get a better understanding on how their choices can have unintended consequences for their subordinates. It will make you look at certain people through out history differently, say leaders/officers in the werchmant, red army or Imperial Japanese during WW2. I'm not defending their actions, but saying it was not simply black, and white. If you are a table top DM it will also give you tonnes of ideas, and it being more fantasy based could easily be converted to fit your player group without needing a custom rule set.

Replaying FO3 now. Roy and 2 other non feral ghouls will release ferals and kill everyone in Tenpenny Tower so they can live in comfort. And eventually all ghouls go feral. They should move to Underworld, or make a comfortable home for themselves somewhere else. Too bad there's no other way to get the ghoul mask.

He uses them because those guns are the best energy weapons in the game and their suited to his character. My character in Fallout: New Vegas only uses a brush gun and plasma defender because both of those guns are buffed by the cowboy perk (which I specked into). It really just comes down to what kind of character you want to play.

these are the options i take when doing different runs. Paragon (Hero): talk to Tenpenny about letting the ghouls in. Merc: Kill The Ghouls, Collar Susan Lancaster, Raid Tenpenny Tower and spare only Daring Dashwood. Evil: Kill The Ghouls, Collar Susan for Eulogy, Raid Tenpenny Tower and Rule it as it's only occupant.

What're you going to do when you run out of content to cover? Would you consider modding a survival playthrough of FO4 for atmosphere and then streaming it? You could break the stream up into strategy videos, or frame it as the story of your PC--narrating the adventure as you move through the game. Honestly, I find that watching livestreamed D&D games is an excellent source of inspiration for my own games, and your videos have had something of the same effect. Something to think about.
