Most Indian gas Station, restaurant, stationary ,and small factory owners ,in the west get rich by making their fellow country men work like slaves, and paying 2 to 5 dollars per hour. These are people that is not educated, and with no green card. Especially the punjabi men, from previous generations. That were here in the late 80's to early 2000. The owners will be living in a mansions , while they suck all the blood out of these poor people. They become members of chamber of commerce, uphold indian values and traditions and support similar associations, etc. Many of these ordinary punjabi men, and others have similar experience, even intimidation, retaliation, deportation, etc. There for they don't talk. There’s more to fraud than “he shorted us this one time, cuff him, Lou.” You need to have an entire investigation that would consist of audits from people who inspect the gas pumps measurements, and multiple trips to this gas station to have a consistent shortage every time. A handful of times can be argued in court that it was incompetence, but if you have multiple years is a solid case.
