pretty much is, especially after some controversy with the sims 2 apparently being able to remove the censor bar with cheats and then being able to see genitalia, ofc that isn't true and even if you got a mod to do so you'd need one to add genitalia because they are like barbie dolls. they simply want to appeal to people who don't understand the base of the game, the story it tells, non of it. it sucks because it could have been amazing but it appears they've scrapped everything, from lore to basic game play options.
