Any rpg or mini war game " can be " played solo. It depends on whether or not you want to put the work into it. For me this one, can be played solo,but there is some extra effort you need to put in. If you are new to playing mini war games solo, this one might be " too much" for a newbie. You might first want to dip your toes into an easier system first.
