What he wound up doing was put the burden on Ralph, which meant it still got done, but it was a subtle way of getting back at him while exercising his authority as boss. Plus, an investigation would lead away from anyone who was at the game that night.

That's why Christopher was such a great character. There were times when he was definitely pretty sharp and on top of things but other times like these where he's just a hotheaded impulsive moron. They all seem to have their good and bad moments. It's part of what makes it one of the greatest shows ever made.
