The Phoneprovider had no right to see the traffic and neither had any inclination to send/receive and process the traffic, both for reasons of privacy and overhead. Maybe if the Phone provider and the ISP were the same and it offered a specialized service, but even then I can't imagine anyone would take on the hassle of itemizing WWW traffic.
