In this conversation with Sudaraka Ariyaratne (Research Consultant at Advocata Institute), Dr. Romesh Dias Bandaranaike (CEO of Eco Power) tells the story of how Sri Lanka’s tea plantations, taken over by the government under the Land Reform Acts of the 1970s, were privatised again in the 1990s. Under the process of privatisation, the plantations were clustered into Regional Plantation Companies, and given to the private sector on a 53 year lease.
Dr. Dias Bandaranaike headed the Plantation Managaement Monitoring Division of the State Ministry of Company Estate Reform in the 1990s, playing a leading role in the privatisation of the plantations. In this conversation, Dr. Dias Bandaranaike also offers his views on how he thinks the plantations have fared since privatisation, and whether their leases should be extended.
