Umm as a vietnamese i can tell that offcial rule dont allow marriage below 18 but there is over 50 ethnic group in vn and yet some of it has its really weird unsound custom so marriage below 18 can happen in some ethnic group(which are kinda rare also) so ig he is some of them or he just some p- dude idont know?
