I don't understand what the Render option is doing. Does the render level reflect what the mesh object would look like if it was exported out into a game engine like Godot?

The Render option changes the amount of subdivision the modifier will apply when you actually render out your scene (press F12). It's useful for when you want to have, say, 4 subdivisions on your mesh in the final render, but you don't want to use the computing power to display that many subdivisions while you're still working on your object. So you'd set your Render option to 4, and leave the viewport at something lower, like 2. Essentially, viewport is what you see when you're working, and Render is what you see when you're done.
