I was hoping for an episode where the admiral was put on trial. This would show that he had strong support for his point of view. The Romulans watching would threaten the Federation with war if they decided to abandon the Treaty of Algernon. This had the makings of a strong story arc. Too bad the writers never pursued it.

I think the Federation should've never agreed to not develop cloaking technology as a stipulation of the Treaty of Algernon. It has strategically and tactically crippled the Federation since its signing.

It was the only way to neutralize the Romulans after all. Either that or we begin an endless war with cloaked everybody and eventually the Federation discovers how to shoot the Romulan cloaked vessels despite that we could still detect them. Star Trek VI which was the only fired while cloak trick used and wasn’t used on Star Trek Nemesis with another fire while cloak.

Stupidest Treaty ever. So, the Romulans could Destroy any Federation planet they want to at any time they wanted to. We see all the way through Deep Space Nine and in the Movies that the Cloak is nearly 100% effective . No one would ever really sign a treaty like that unless they had an effective counter measure and the federation did not.

During the Pegasus incident the Romulan crew of our hero D'deridex are spotted utilising a phase cloak by a Federation Galaxy class ship, would the commander tell the Feds their 'government will be contacted regarding the incident shortly' or would they say 'What? Cloaking device? No, this here is a phasing device, totally different thing! The fact that your sensors cannot detect us whiled phased is purely incidental'?

Got to test the system in the battlefield its likely to be used in. Never know if there is some region-wide phenomenon that renders if useless. This has actually happened in real life. At one point people though the Earth's magnetic field was more or less equal anywhere in the globe. The US Navy in WWII made torpedo detonators that exploited the distortion in the Earth's magnetic field a steel ship makes, except they only tested in off the US east coast. Well turns out the Earth's magnetic field varies depending on where you are. It took over a year for them to realize the reports of torpedo failures were caused by this faulty detonator that would have been discovered if they bothered to test them anywhere else in the world.

The problems got really severe especially in the Northern latitudes; in the Norwegian Campaign, the Germans estimated that they could have easily sunk many more British warships had the magnetic detonators actually worked, among other issues with their torpedoes.

Lore says the UFP side of the zone was lined with Gravitic sensor nets that could theoretically beat the Romulan cloak. Ergo if you're going to test a Federation cloak safely against your own navy that's where you'd do it. The alternative would be to test it against a hostile power. Much the same as our US Subs tested themselves against the SOSUS sonar nets in the Atlantic during the cold war. They didn't practice by parking themselves off the coast of murmansk.

I think by STO's time, the Treaty is defunct and obsolete with the formation of the Alliance, as the three powers (Federation, Klingon, and Romulan) all share technology and ships with one another now, in-game it has even extended to uniforms with Romulan captains able to don full Starfleet or Klingon wear.

That's true. After the hobus explosion destroyed romulus it would be assumed only the klingon treaty would control development and deployment of the devices. Since they both went to war it would be assumed cloaks were developed again for federation use.

A cloaked ship would be used to sweep through areas that would be otherwise unwise to go into. Seeking knowledge upon cultures and looking for elements to look into. Combat is not the only use of a cloak.

But what if the reason it is unwise to enter a region is due to natural phenomena? E.g. the Badlands, the Briar Patch, the Delphic expanse, etc. the cloaking device isn’t much help in these situations. Plasma storms and metreon gas don’t care if you’re cloaked.

It was the biggest mistake the Federation ever made. Romulan cloaks just got better and better till the Romulans were developing a class of warbirds that could destroy all life on a planet rapidly, the Scimitar class. A warship undetectable till it strikes means the Romulan Star Empire could strike first and end the war before it ever began. Thankfully the first ship of its classes was commanded by a madman who ignored his promises to the Romulan military who aided him in his coup to focus on a quest for revenge that got him killed and the ship destroyed. Fortunately for the Federation, Romulus fell victim to a tragic unexplained supernova (thankfully there is someone in the shadows willing to get their hands dirty looking out for the Federation's best interests).

If the Romulans know you have cloaked ships that could respond in kind to a first strike with say protomatter armed torpedoes against their homeworld they are not going to risk attacking first with a weapon that destroys entire planets. A survivable second-strike capability is a critical part of the MAD (Mutually Assured Destruction) doctrine, this is how we've achieved over 60 years of relative peace in the real world, in our case its with ballistic missile armed submarines that can hide anywhere in the ocean.

Cloaks are limited in use due to detectability and the fact that they had an actual bird of prey with cloak thanks to Kirk. The peace brought by Algeron slowed Earth-Romulan hostility allowing later for an alliance against the Dominion that Earth sorely needed. Without it? Well, San Francisco just got settled by the Jem Hadar and now Humans are Dominion subjects.

You know, I sort of want to see the Orville poke fun at this. I can imagine at a negotiations for a treaty where the Krell (or other faction)states their demands for a "buffer zone" between their boundaries and the Union bans cloaking devices only for themselves only for Capt Mercer to flat out say NO and refuse as that would just give them more territory that they can use their cloaking device to control along with the lines "do you think we are stupid" with the opposing delegation answering "well, yes".

The reason why the Romulans allowed the Federation to place cloaked mines at the mouth of the wormhole was because the Dominion was about to invade the Alpha Quadrant which would have put the Romulan Empire at risk, so it was in the Romulans interests to allow the Federation to use cloaks in that way.

If the Romulans got into a snit about it, or were upset about it…too freaking bad!! After all, the Federation was the major super power in the Alpha Quadrant that the Dominion was focused on. They weren’t targeting the Klingons nor the Romulans. The Federation was the major power protecting EVERYONE from the Dominion threat. If if were up to me, & the Romulans began whining about anything, I’d be ever so happy to serve them up to the Dominion on a platter, &, let them fend for themselves.

After the cloaked minefield I always assumed that The Romulans had eased up during the war. They also allowed the Defiant to continue to use the loaned cloak without Romulan supervision. Maybe the treaty only included cloaking vessels? The deal in DS9 was it could only be used in the Gamma Quadrant. It was obviously used in the Alpha and Beta quadrant and you can't tell me the Empire didn't see it. The Tal-Shiar saw everything. I imagine they saw it was being used against the enemies of the Empire and not against the Empire itself.

@@TriAngulumAudioStudios if you think about how diplomacy works, lots of things go unsaid. other powers in the alpha and beta quadrants would know. the fact that the federation didn't use that technology would be a boon to their diplomacy elsewhere, and while i can't site specific examples off of the top of my head, even the klingons respected it. it became a part of federation reputation that they would not deal in subterfuge or stealth, but be forthright and honest. something that has been already building, but was just reinforced by this treaty.

But if you think about it, by the 24th Century, I doubt Starfleet had a rep of people thinking "gee they're sneaky and so we dont want to join," Now it's always been implied in Trek that the Federation beats or is stronger then the Empire. So to say that the Romulans came to the table demanding the Feds never develop a cloak would be kind of strange... It's more likely the Federation said OK so you want us not to have the cloak, though many other races already have and use that tech, then THIS is what YOU have to give up... And that's really the question, what did the Romulans give up for the treaty?

The treaty provision restricting the use of cloaking devices on Federation ships and bases is a good one and one I don't mind the Federation agreeing to. The real sticker and the one that makes the Admiral RIGHT is the one that restricts the research into cloaking technology. That basically hamstrings the Federation's ability to defend against cloaked attacks and is intended purely to preserve the RSE's ability to both first and deep strike into Federation territory with impunity. Given that the Romulans, for all their faults and failures, are never portrayed as stupid it's likely that in the event of a war breaking out with the Federation their declaration of war would be several battle fleets decloaking and opening fire on critical Federation facilities and planets.

I don't think the treaty still be in effect since: 1. They signed the treaty with Romulan Star Empire, not the Romulan Republic and since the Romulan Empire is no more the treaty is all but void. Federation: We can create cloaking technology for Starfleet. Romulan Republic: Our treaty states you are not to develop cloaking technology! Federation: Your treaty was with the Romulan Star Empire which no longer exist.

Ordinary cloaking = can't be seen... Phased cloak = can't be seen, can't be stopped, can't be hit = probably can't use your own weapons either, as they would be out of phase (like the one Geordi and Ro had, when the Romulans had a mishap with phasing)

By the time of the Pegasus incident, the Treaty of Algeron should have been considered null-and-void, in my opinion. By that point, the Romulan Star Empire had backed the Duras family in the Klingon Civil War, effectively installing their own shadow-Chancellor as leader of a key Federation ally. In addition, the Empire schemed to capture (assassinate?) a Federation Ambassador and capture a key member of the Federation, whether via shadow government or outright conquest. Why was the Treaty of Algeron still considered a viable document after the year 2368 (the in-universe date of the TNG episode "Unification")?

Cloaking tech changed the design & development of ships strategically. Without the use of cloaks you need beefier & more powerful shields to stand against fast attacks whereas most cloakeable ships designed in the empire's that have used them for Years seem to be alittle more geared for damage and not survivability. This is more in general practice than the actual rule though.

The Romulan Star Empire is the governmental body the Federation signed the Treaty of Algeron with, the Romulan Star Empire no longer exists or at the very least is no longer recognized by the Federation, so the Treaty of Algeron should be null and void. The Romulan Republic is not the Romulan Star Empire, they are completely different factions of the Romulans, the remnants of the Romulan Star Empire are simply referrred to as the Tal Shiar, also not the Romulan Star Empire, though they claim to be such. I think if the Romulan Republic demands that the Federation continue to honor the Treaty of Algeron with them that is evidence in my opinion that they have less than scrupulous intents for wanting the Federation to continue to honor such a one-sided treaty that not only gives the Romulans a huge advantage over the Federation but all over military forces with cloaking technology as well. And my opinion is that if the Romulan Republic wants the Federation to continue to honor the Treaty lf Algeron it's all the more reason not to, so the Federation should immediately cut off all aid to the Romulan Republic and dissolve the Treaty of Alergon.

Didn't the *Ferengi* come across a *Cloaking Device* and or a *Warbird* and tried to use it in battle or in other instances Including sale or trade? I am sure the treaty did not cover the Ferengi. Many years ago a friend gifted me of the book entitled; 'The Ferengi Rules of Acquisition' Might their come a time where you might cover the 'Rules of Acquisition' in their entirety? In what years and under what conditions was: the Vulcan Homeworld, the Klingon Homeworld and possibly the Romulan Homeworld destroyed? Finally, I believe you have an amazing analytical mind. When do you believe the human race will have *Warp Drive* capabilities and when do you believe that the first visitation of Mars and the ensuing colonization of Mars take place (Approx. decade). Pegasus was written to explain away why ufp didn’t have cloaking tech. It doesn’t explain why they never developed it in the 2260s or 2280’s after capturing a Romulan and Klingon cloaking devices. After seeing the Sulliban cloaking device R&D should have developed a cloaking device way before Kirk’s time.

Why was the phased cloak never used in the Dominion war - I know it is so ridiculously OP that it would have allowed the federation to kick the dominion’s ass within a few days. But it is a massive plot hole that is never addressed.

One can only assume that the technology was not as stable as it should have been. Mind you, with the Federation and Romulans becoming allies during the Dominion conflict, one would have assumed that both governments would have combined their resources to develop this technology but alas it didn't happen.......

It was experimental technology that could go wrong the same way it did on board the Pegasus. It worked for the Enterprise momentarily since they exhausted all options to leave the asteroid safely, but the crew was pretty cautious of its use and perhaps if they had used it for a moment longer, it could have malfunctioned and destroyed the Enterprise.

Any government that agrees to not develop a technology as part of a treaty is lying. We see this in real life all the time. This was a great episode, and honestly Pressman was right. He handled the entire situation very badly, which of course is because the writers made him out to be the bad guy. In real life though you of course covertly develop any technology that will give you an advantage. To not do so is ignorant, and a huge mistake.

The biggest problem with this episode comes at 0:05, where Picard proclaims "That treat has kept us in peace for 60 years." I know the writers were crap at continuity, but how could they have forgotten their own two-part episode "Unification"? That's the one they made such a big deal about, since it had Leonard Nemoy. For anyone who's forgotten, the Romulans launch an invasion of Vulcan. It is only called off, AFTER HE ROMULAN INVASION FORCE HAS ALREADY SET OUT, because they lost the element of surprise. The treaty died with that attempted invasion. No one could realistically think they were still at peace with the Romulans. We have no indication there was a change in the Romulan government. So the people who wanted this invasion were still in charge. From then on, it could only be a cold war. One with the threat of going hot. When word reached Starfleet that Pressman had developed a Federation cloaking device, there would be celebrations. Picard would have been court marshalled for what he did here.

Wrong and right. It entirely depends on where you live. Some places pronounce it with a harder g and some with the soft g. Both are correct as they are cultural variances.

I believe that in the movie "star trek first contact" the Defiant had it's stealth ability intact when it went against the Borg cube. That would be considered another time I doubt the Romulons would argue about it's use outside the said agreement.

Why would you ever need to turn a ship invisible? Paint it black (or install some sort of active camouflage system on the hull) and install the best stealth tech you've got. Then focus on breaking through the stealth tech of the enemy.

Romulus is gone, but the Empire might still remain. After all, if a terrorist Nuked Washington DC there would still be a United States. Likely the Empire is drastically reduced in power, and likely dependent on neighbors.

I've always thought that Star Fleet & The Federation made a good choice, here. Is there a better way to demonstrate to beings who expect treachery that you do not have hostile intentions? Leave them with a perceived advantage, perhaps? Maybe the answer to that is explored in ST: Discovery with the Klingons & their attitude towards "We come in peace." Or in ST: The Undiscovered Country, The Federation seen as a "homo sapiens only club." Good analysis! Gets me thinking.

@@matthewmccoll185 Peace by surrendering a major tactical advantage is suicide. The U.S. & Soviet Union agreed to mutual nuclear disarmament. Meaning both countries agreed to a reduction in nuclear arms. This treaty would equivalent to the U.S. not developing nuclear weapons while allowing the Russians to develop them.
