How do you activate this event? I finished the game and didnt encountered battling so many Amalias

Once you get the true ending of the game you will unlock the mission called "Dying Breath of an Empire Fallen" Complete that which spawns in Amalia. Beat her to spawn in other Amalias across the world map.
