"Hate Crime" just like "Hate Speech" is a tool of persecution.

Institutions, especially those that are tasked with dealing with hate, have a vested interest in finding and reporting more hate crime. The actual volume of crime inspired by hate is irrelevant to the people crying about it.

The problem is that it looks at hate crimes "reported" and not actual convictions of the crime. Meaning, i could theoretically, spend ALL day on the phone," reporting"fake shit.,

Let's not forget that hate "incidents" are not convictions. It can literally just be someone calling the police with a hate crime allegation but no one was caught or investigated.

The vast majority of "hate crimes" are committed by the same group the victim belongs, i.e. minorities. They always leave that out.

Your adjusted figure per 100,000 population is exactly how this data should be reported. Just reporting raw numbers on a year over year basis can be totally misleading on the high or low side.

I don't particularly think it's productive to use hoaxes as a diminishing factor is hate crime generally. They happen, absolutely, but to move forward it needs to be a concerted effort to punish false crimes. The intent is worse than the hypothetical crime and the effects are far reaching.

You said "The FBI methodology was consistent throughout the period", by that do you mean the criteria for what a hate crime is had remained unchanged for that period? Because it does seem what constitutes a hate crime has changed over the years, especially rapidly in the transgender stuff that practically didn't exist ten years ago.
