Islamabad airport needs traffic. It needs to be a hub (an international hub) I need recently and for the first time. The duty free is lane, no proper shops, just one or two I saw and that too were sovaniar shops where the stuff were to be honest not gatable. And for traffic you need tourism which pakistan is deprived and thanks to the corrupt government and their policies most people want out especially businesses.
