Um actually, the newest country is Somaliland since it was recognized by Ethiopia in a deal earlier this year. Since Somaliland & Ethiopia struck a deal then that means that Somaliland qualified for the 4th and final requirement of being a country. The four requirements are as follows: Permanent population: There must be people residing in the area continuously. Defined territory: The area must have recognized boundaries. Government: There should be a ruling body that governs the territory’s affairs. Capacity to enter into relations with other states: The entity must be able to engage in diplomatic or formal interactions with other sovereign states. Somaliland has had the first three for many years and with the recent deal involving one of Somaliland's ports and shares of Ethiopia's Airlines happening earlier this year being exchanged along with Ethiopia's recognition of Somaliland as a country, Somaliland has fulfilled all four requirements and is just as valid as Taiwan and Kosovo.

It's a de facto state but not a de jure state. Therefore it isn't an official country just yet. It is also only recognized by a handful of countries, which is the difference between Kosovo and Taiwan. Those two countries are recognized by the most of the world. Also also, it is not newer than South Sudan. It's current constitution was made in 2001
