I always thought that maybe Miss Hattie owed the bank of evil money. Like maybe she tried to make it as a villain but couldn't, and so left with an outstanding loan that was probably to pay for her building (formerly her secret lair), she opened an orphanage so she could claim taxes on it and get paid by the government, and then used it as a front to slowly pay back her loan through seemingly innocent acts such as selling cookies. That's why she's so insistent on the girls meeting their sales targets; the less they sell the longer she'll take to pay it back, and the more interest she'll owe.

One thing in your miss Hattie theory I found is that el machos son goes to salsa salsa too get a cookie. He gets everything free in a restaurant and chooses cookies, they must be really good. Miss Hattie sells cookies that judging by the amount that vector buys are really good. Underground things, it could’ve been taken from a grave (we never see them anywhere in zootopia, but we do know the animals must age and die.) Or animals can much like in the dark web sell themselves to be made into things, this could also work with a more innocent thought, that they merely shave the fur off of them (they volunteer for it or just do it as a side job) and proceed to use more friendly methods of making a rug. I’ve always wondered where the reptiles, and aquatic life went. Are they merely livestock? Why are there only mammals? Are we all just going to ignore the fact that Miss Hattie has the same exact voice as Lucy? I don’t mind if a voice actor has a different role but they make the second character sound completely different. With Lucy and Hattie there is absolutely no difference between the two. So what if Hattie and Lucy were actually the same exact person with Hattie being a disguise for Lucy. This would explain why she was so willing to work with Gru in the second movie and bonded with the girls so quickly. She already knew them but they didn’t know it because up to the point that the girls met Lucy they only knew her as Miss Hattie.

Since the new prequal for gru had been out for a while now, I have a odd theory about grus dad; what if his dad was killed off by the bank of evil to get revenge for vector being stuck on the moon and gru doing the moon heist than vector? And somehow made dru, grus brother think he died normally and had his memory erased so maybe gru won't know that the bank of evil killed his legendary dad or whatnot? The minions movie may have gone against some established things in the first despicable me movie, but arguably that doesn't matter. Minions although probably the weakest link in the franchise also greatly expands on the lore of the franchise we can see both a young Gru and a young Doctor Nefario. Also the theorizer pointed out in this video given how long the minions have been working with villains it's possible the bank of evil has been around for a lot longer then we think. Maybe they had something to do with Gru getting the minions in the first place.

This comment has nothing to do with this theory, but I just want to put it out there because it’s been on my mind for years now. I swear that in the first movie, Gru goes into Dr. Nefario’s lab, and on a wall in the lab there is a blue print that shows a minion on it. I don’t know if it’s real, and I haven’t watched the first movie in a while, but I swear there was a blue print showing the creation of the minions.
