I personally think that the Governor is the best villain, Negan is a great character dont get me wrong especially if we consider his evolution in the last seasons; but during his villain arc he always gave me the feeling that he was strong just for his army. The Governor instead gave me chills even when he was alone (the whole part where he chases Andrea its so creepy imo).

Where Negan, after being defeated, was given the opportunity to change for the better and did. The Governer, after being defeated, was given the same opportunity and willingly chose not change for the better. Thats what makes him the worst villain, there was never going to be a redemption arc for someone so vile.

Early season 4 made us believe for a while that he'd walk away from conflict to discover a safe haven given all the ongoing circumstances, also as a penance for all the wrongdoings he inflicted upon a suffering mankind, just for his megalomania to come back with astronomical proportions (sorry about the writing, English is not my mother tongue)

Yea it was almost cathartic to see him go down an almost similar path as Rick after terminus with the beard and tired disregard for danger. Only for his humanity to come back just enough with his relationship with his new surrogate daughter. But I think after he was given the opportunity to lead again he stepped right back into that role and once that animal was off the leash it didn’t hold back.

I think the Claimers are super underrated villains. The scariest thing about them is how realistic they are. Those are people you WOULD meet in an apocalypse.

Agree he actually almost killed Rick too like not many villains can get that close and he actually seemed threatening I loved him as an actor and villain.

Governor was alot crazier then most, the only person close probably is that guy from the apartment building with the skulls on his shelves. The one the commonwealth sends that CIA guy and Aaron to "help"

The governor is by far the scariest villian, most of the other villian were molded by the new world (Terminus, Negan, Alpha, Pope.) But the govenor fit right in to the new world with a ruthlessness never before seen in TWD as of then. Makes it so unsettling to see him in Season 3 again, cause his charm and non chalant attitude to his atrocities made him so evil and immoral (and I guess it makes sense to Lance to a sense)

I guess you can say his daughter becoming a walker was a catalyst for him, but I think he would still be this aggressive to keep his living daughter alive as well, and we never hear that he had a huge challenge and struggle (besides eating Ramen in an apartment building with nerd guy ((no offense Milton forgot his name for a second))) so I think my logic still stands for the Govenor being pure evil.

He could have redeemed himself. I think his actions in season 4 is what put him on that pedestal of #1 villain (no redemption arc, all in mentality, you either win all or lose all).

I used to hate the governer and I was superbly annoyed by his return in season four but now watching it back, he was a perfect villain. He had an excellent backstory, motivations, running things smoothly, and while he didn't have the same menacing dread that the saviors brought in season six finale, his "liar" scene was absolutely brutal and terrifying. Excellent list!!!!

I liked Negan the most. The way he psychologically fucked with people to get them to do what he wanted was pretty good. He was also a pretty charismatic character as well. The way he was able to form a big group and have other communities follow suit and provide whatever he needed is pretty impressive. The walking dead definitely went well past it’s expiration date. Pretty much turned into a wash and repeat situation for bad guys. You see how intimidating they can be and then they make similar mistakes and ricks group gets the upper hand and wins. That group of elite trained soldiers all of the sudden turned into regular people and got destroyed.

The Governor is 100% my favorite individual villain. He is so menacing and is played brilliantly by David Morrissy. My favorite villainous group however definitely has to be The Whisperers. Such a unique idea for a group of antagonists in any zombie medium in my opinion.

For me: 1. Governor - duh 2. Shane - Literally one of the best characters in the show, showed what happens if you adapt too quickly and his good vs evil stuff with dale in season 2 was very good too! 3. Negan - I think the savior arc was dragged on too long and that drags him down the list for me

Shane wasn’t a villain because he adapted to quickly. He was a villain because he couldn’t handle normal life, like the girl he liked not being with him so he tried to murder his best friend and SA’d his best friends wife.

@@kylereese5841 Alright you redeemed yourself with this more informed message, but yes I agree, but it's also the survival, his whole randoll situation, his arguments with hershel about the barn lockers, that's what made him divided from the rest of the group, the lori stuff was the cherry on top, and was more of his downfall on the end, he died because he was so hung up on carl and lori having a strong figure it was him or rick, as for the group they were too soft for him, bet if lori and carl didn't exist, shane would leave the farm Because the group was too soft

I love how the top 4 all represent different fears which is why they are so effective, and why the others are less memorable. The whisperers are the manifestation of paranoia, what could be lurking around any corner, hiding waiting to pounce. Shane is the fear of those turning against you. Negan represents the fear of those who enjoy and laugh at their murderous actions, while the Governor is the fear of people going too far. Everyone else feels like a branch of these or just “bad group”. The exception possibly being the commonwealth as that’s the fear of corruption but you could apply that to the Governor too with his lust for power.

I think that Dawn and her officers at Grady Memorial always get overlooked as Villains, for the exact same reasons you said here. But when I watched those episodes and we explored the inner workings of the hospital, Dawn's mental state, the power dynamics and what the other officers were doing to the patients. It's definitely worth noting Dawn let her officers do things to their prisoners that Negan didn't even allow. While maybe not quite as threatening as Negan and his army I think that they had one of the most profound effects on Rick and our group, he even says so to Daryl "I lost something there, I know you did too". While never explicitly stated, Dawn's officers are using the wards as slaves, indentured servants at best and they were so effectively institutionalized not one of them went with Rick when he offered. Rick is a man that put faith in his job, in his uniform and the first group of people he meets still wearing theirs, holding onto that same line of thinking, are a bunch of slavers, rapists and murderers? And with how Rick killed officer Lamson, I always see that as the final nail in the coffin of Rick's old life.

Yea I was going to point it out as well that Dawn and her officers are a direct commentary of the institutionalization of police. A commentary on how they behave and how much of a reflection they are of police in real life, except here being in a post apocalyptic world

You really don't expect a commentary on police so organically written into a zombie apocalypse, like it's a brilliant idea of an arc and a very smart way of making Rick reflect on him being a sheriff once. I think the reason it wasn't received too well is because it very annoyingly hijacked the story, so suddenly putting the characters in a new environment on a new incredibly risky mission after they just had to fight a whole other hostile group, like it was a very obvious filler that took significant time to become interesting on it's own.

@Itch yea I like that it contrasts Rick being a sheriff as well. It analyzes a side of his character that we didn't get before. It does kind feel like filler so you're right about that. I think this would have been more consequential of an arc if Beth didn't die. She grows a lot being with Daryl and she really comes into her own throughout this arc. If she ended up staying with the group and being a solid voice to listen to, it would have made this arc feel a lot less like filler and more like a crucial moment for character growth.

I honestly think the only reason rick didnt brutally kill those hospital cops (with the exception of lamson) was because seeing them in their uniforms reminded him of what his old life was once like before shtf (Shane, him being a cop, etc)

personally I thought negan was the best villain of the show. His introduction was menacing and suspenseful. He was manipulative. And a really funny villain where it’s like you like him but you hate him at the same time. He’s number one on my list. However my dad found the whisperers and alpha scary. Funny story when they were first introduced when they took their mask off. My dad just called them “the fakes” as in fake zombies 😂. Every time a walkers pops up and he’s like “OH, THATS A FAKE!! wait never mind it’s real” 😂

The Governor is a bad guy trying to be good Negan is a good guy trying to be bad Best villains ever. The Governor is just memorable because he's the first one to threaten Rick's group. Truly made his impact, alongside with the other things happening in the prison. When I rewatch TWD, the prison arc is always top tier. He killed Hershel too, like, I hate him but he's really good.

I thought Lance was a compelling villain (although certainly not #1). But after they built him up for awhile, they killed him off rather abruptly. The payoff just wasn't there and it felt like they could've done more with his character. Although the whole Commonwealth story seemed rushed to me anyway as they needed to wrap it up for Season 11.

@@maskedninja6883 It felt like they were hinting at a possible connection with CRM. Even if not the CRM though, it would've been nice to see what his connections were. Especially with the whole railroad thing, it seemed as though our characters' "world was about to get a whole lot bigger" only for us to not see a single community that the railroad connected with. And then none of it was ever brought up again.

When season 11 was airing and they killed Lance in such a disappointing way, I was sure that there would be some actual pay off (especially considering the whole "let him turn" thing that neither Daryl nor Carol would ever have gone along with by that point in the story in my opinion). I was originally assuming Lance would usurp Pamela before the end since he was the more interesting villain anyway, but after he was killed I started thinking, and hoping, that Walker Lance would be the one to actually kill Pamela (and not as some kind of stupid suicide attempt), and that he might have come back as one of those special walkers to make getting rid of her surprising or important in some way. It would have been a great opportunity for them to do something, ANYTHING, with that concept. It was such a shame they did absolutely nothing with not only Lance, but the special walker reveal as well, and just having Pamela see him and just feel....bad about it I guess? didn't cut it.

For me, Philip ( The Governor) it is not only the best villain but also the best character in the entire TWD series. His psichological and mental downfall is so well written and captures so well what was going through his mind on every event that turned him. After everything in the end before he kills Herschell he wanted to believe Rick, he wanted to believe that the world could be better and people could be saved, but he went through so much pain, violence, horror and loss that his pessimistic side couldn't accept anything good anymore, and then he punishes the biggest simbol of hope and peace, which was Herschell himself. That's a true well written villain. It explains why and how he got there cause you don't born as the villain, you become one, there's depth and character development. Philip Blake is the best. PS: the scene that he burns Woodbury is pure art

I think if you're going to include Shane, you have to include Merle as well. You could lump him in with the Governor, but he really is his own character with his own story.

But Shane’s death was one of a few deaths that shaped him into the man he became, mentally affecting him first before the death of Glenn, Lori, Hershel, or Carl.

Absolutely agree that the Governor has the best theme in the show. Any time he would come on screen my husband and I would be like “wub wub wub” 😂 He’s such a great, menacing character played brilliantly by David Morrissey!

Number 1 has gotta be Ed! The way he dominated the group and spread fear amongst their ranks. How he treated Carol and Sophia, the way it took everything in Shane’s power to overthrow Ed’s tyrannical regime. Ed was weakened by Shane and that’s the only reason why the Walkers got the jump on him.

The governor cant handle threats and stress as good. He was hiding in his room while his city was rebelling and he killed all his soldiers. Woodbury's biggest issue was that they desperately tried to create a illusion of normality. They forgot the apocalypse and thus their skills and knowledge about survival. Negans people are hard trained, nothing scares them and their loyality is unmatched.

One of the really scary things about the governor is that he believed there were traces of humanity in the walkers yet did unbelievably ruthless things to them. Indicating that if he could put actual living human heads in fish tanks, he would. Dude was probably the most evil character the show ever sees.

If the governor never ran into Rick he’d have a considerably large group behind him, at least Alexandria size after some more dictator years. Lots of evil leader potential. You only saw the beginning and a peak of the middle of his reign, super scary potential. Man had a tank!!!

My favorite unintentionally funny Governor moment is when just after he loses eye, he attacks the prison and fires on them from the treeline where he aims with his eyepatch instead of his working eye.

Letmetellyousomething, you think it would’ve been possible for Rick and Shane to coexist after season 2? It was doomed to fail, and his death is what turned Rick into a beast

In fact, there wasn't a single character on the show that had more potential than Lance. He couldn't be killed. He could be a cunning manipulator, weaving various intrigues and the most cunning character in the show. It could also be used in spin-offs when the writers show us CRM. Imagine, different representatives of the authorities weave intrigues against each other, trying to lower each other in the eyes of Pamela. These authorities take our heroes as assistants. There is a struggle for power, in which Lance wins. Later, Pamela dies and Lance becomes the leader, a new threat appears - CRM. Later, Rick shows up. Lance, knowing that CRM is stronger, tries to suck up to them. Rick, seeing this, overthrows Lance and starts a war. Lance goes over to Beall's side. There is a brutal war in which many die. At this time, Rick again becomes dangerous, as he was in season 5. A bearded Rick with a murder jacket and a red machete. And most importantly, Rick has become a cool strategist, thinking through cunning plans. After six months of a war in which the Commonwealth was losing for the most part, riots suddenly broke out in CRM, citizens and soldiers turned against the authorities. LANCE. While in CRM, he, along with his spies, accumulated information against CRM, turned the military against each other, revealed the secret of the death of an entire community from TWD: WB. The Commonwealth learned of Lance's exploit. Rick defeated CRM by sacrificing his life and killing Beall. CRM and the Commonwealth have become allies. Daryl became head of the Commonwealth. Having grown old, he gave the reins of government to Carl. End. Lance died a natural death.

I always felt like Terminus had the best characters that never got explored. Gareth seemed to steal the scene every time he was on. I always think they wasted so much potential with how fast the storyline went. They should have developed the group more, especially Gareth and Martin.

I agree pretty well with this list. But the Whisperers are my favorite. The idea is so cool and clever. I feel like more could have been done with them, although that just might make them feel dragged out. But the way the inflict psychological terror on the Survivors is so intriguing

The governor has to be number one for sure… the only thing I didn’t like is he got off way too easy and died too quick… he could’ve got stabbed and then Michonne could’ve walked away and let the walkers do the rest.

The Governor will always be the creepiest villain hands down. The way he murdered his own people and his extreme desire to torture Michonne, Andrea, Milton and wants to wipe out the entire prison including Carl and Judith is just insane. He’s a scary man

My opinion, governor is the best twd villain. His backstory is great, and his buildup in his character was just perfect, wasn't rushed or anything. And tbh, he was Rick and the groups first big threat in the apocalypse and no other group had as much of an impact as the governor

Joe is probably one of the most underrated characters in the whole show. Him and The Claimers felt like what would be real if awful people joined together in the apocalypse which would absolutely happen. Him and Shane were probably the most realistic villains in the entire show. I mean, the Governor and Negan are just a blast to watch and definitely my favorites but Joe had that sense of realism, same with Shane who in my opinion, is tied with the Governor as best twd villain.

The Governor was just ENTIRELY different. This man was what, not even a year into the apocalypse and already menacing everyone within 100 miles of his operation? Dude was off a perc. I pale to wonder what he was like before the end of the world even, because it took him a concerningly little amount of time to go full Darth Sidious. He needed to be eliminated 😭

Shane was definitely a villain, but only because of perspective. He was a reflection of who Rick was going to become, but nobody could have known what was ahead. I'm sure he amd Rick would have been best friends to the end if it wasn't because of the Lori affair

Shane was only a villain through ricks eyes. He left Rick at the hospital in a situation he couldn’t control and believed there was no way Rick could survive being he was in a coma and the military were killing everyone. He got Lorre and Carl to safety with best intentions, not to turn it into what it became.

Overall I’d give it Negan, as he’s also one of my top 3 favorite characters. He knew how to instill fear into people while also being funny. But if it would be based individually, I’d say the Governor. He was scarier on his own and I’d even say Negan had more of a moral compass than him.

With all the side bad guys the show offers, I always truly see the show as having the big three bads. The governor, negan, and the whisperers. They brought the most to the show, they affected the group the most, and they all brought amazing and interesting arcs to the show. -Governer brought probably one of the most important arcs to the show. The first real big bad the group had to face. While negan was dangerous, he was predictable. He had rules, decency’s. Governer had no control, wore a smile well to get what he wanted. -Negan with the most emotional arc, losing such important characters and the first time the group felt powerless. Even though he definitely overstated his welcome just a tad, he was one of my favorite arcs in the show. -And whisperers “ my fav antagonist”brought the most interesting arc IMO. Easily the most dangerous threat the group had to face, being able to control hordes at a time and use that as a weapon. While most have to worry with 2 enemies, humans and zombies, whisperers had tunnel vision on humans to get what they want. Easily the most badass antagonists.

Rick is not villainous at all, some people say that he is because of what he did to the saviors, but he did that because the saviors were already enslaving people , beating peoples heads in and coercing women into sex, which he learned from hilltop, nothing he did to them, makes him a villain.

The has one of the most realistic villains in a series or movie I seen cause if you take away the apocalypses aesthetic in this universe, you still get what some of these people motive, hatred, ideals, and had all one thing in common, survive and to prove their ways of surviving is right until they come across ricks group and we all know what they been through over the years in this apocalypse.

The way they handled Hornsby was so disappointing. He was the Highlight of Season 11 outside of Negan and Maggie All that buildup for him to be nothing in the end. Lance should have been the Final villain of the show. Not Pamela....what were they thinking....

The Governor was great but I did like the idea that after the resource heavy battle with the Saviours the next threat was low tech and messed-up because the resources are used up. You are going to have one or two psychologically messed up people in that existence after a time and you got Alpha and Beta. They were like the price to be paid for what it took to defeat Negan.

Honestly, I hope Dawn or the Wolves are dead last, besides dawn killing Beth, she had basically no impact on our characters whatsoever, no change in thought process or anything, same with the wolves. The only argument against the wolves being dead last is they caused Alexandria to be overrun and indirectly caused Carl to lose his eye, but they had not direct impact on the groups process

100% agree with Lance. It felt like they introduced some of the Commonwealth characters for the soul purpose of being killed... That's my only complaint about season 11. I think it definitely impacted the length of some of the stories being either too long or too short.

Governor was much better actually. He had a better theme and survived on his own. You see Negan needed his group to survive and he dominant. But the governors group needed HIM. Governor had way more military skills and his character arc formed instead of being Mr nice guy at the end. Negan also was a mid actor who mostly was based off funny scenes instead of actual writing. So nah. Governor is best Villian

I absolutely agree with The Governor at the 1th place! I loved him and I would be grateful if he didnt die. Negan, Shane, Alpha are great too, but the governor was at the end pure evil with no emotions and when I was a kid I was so afraid of him. One of the best villains in any Show or Movie in my opinion. Mine is: 1) The Governor 2) Shane (In my opinion he wasn't a pure villain, he was just too smart for his group :D) 3) Negan 4) Alpha 5) Simon

Gov is also significantly more believable than Negan. Gov puts on an act of charisma and is misleading people, keeping his dark deeds underwraps from the average member of his community. The way the show portrays Negan makes you wonder how he hasn't been assassinated by his own men yet, and while I get he rules through fear, the amount of plot armor that builds around him is comically unbelievable towards the end, he pushes people so far that you wonder how he hadn't pushed someone too far, to the point where they had nothing left to lose and shot him dead. By comparison Gov and his story are significantly more coherent, and it makes sense why his people stay working for him.
