You'll need to find a teacher first, and to learn all the basics on a practice chanter, before moving on to a set of pipes.

It takes years to learn the pipes. Start with a tutor and a practice chanter before spending money on pipes.

J.P Tomba they’re the same ones used in kzbin.info/www/bejne/opiUhZ6dgMudatE. Learnt by ear I’m afraid. Nothing too complex though.
