Not all police dogs are apprehension dogs. How "docile" a dog is will have no impact on it's ability as a tracking or detection dog. And neutering does not necessarily make a dog "docile".

The only place I believe it is valid for numerous characters to all be voiced by the same VA is Star Wars. Dee Bradley Baker is amazing at voicing the Clones.
