It's an old folk song that can date back to 1500's. Other known version are by Bob Dylan and Nina Simone, both before The Animals.

Rock Rulz The Animals was the first that played it faster, but apart from the tempo I don't see much difference. (It's an old folk song, and it was covered by many before The Animals in the 60's alone.)
