"Shouldn't you establish basic schools before you establish universities?" I once found some articles on this and some of it stuck with me. Apparently the University-first approach is how the Western system we have today developed, albeit over centuries. There was apparently a whole argument about this among educators back in Vicky times. And there is a similar argument in developing countries today, whether the western top-down system should be followed or if it'd take too long and a bottom-up system should be implemented instead, for quicker 'Westernization', kinda like China.

China would need to have open border policy post westernization, so this is a good idea but I’m not sure that it would actually get more immigration. Immigration does not work logically in Victoria 2 and is hard to manipulate manually
