A drone is great, but dogs are incredibly useful. A drone can identify and track a fleeing suspect, but a dog can apprehend one. A dog's nose is an irreplaceable tool for detecting narcotics, explosives, bodies, lost persons(in a structural collapse or a large wilderness environment), etc. A dog can alert a handler to all kinds of things that a human(either an officer on-site or a person controlling a drone from a remote location) can't detect. Drones are an outstanding tool in the modern age, and I think most police forces need to be making more use of them than they currently are. But there's no replacement for a properly-trained K9 unit.
