TBF, that game is somewhat understandable as like you said, neither team was playing with a true QB in that game, so you can't really expect much in the passing department. Slice it anyway you want, there's no excuse for Lindley and Sanchez to play the way they did but pure incompetence.

See children: This is the difference between a strong display of defense and incompetent offenses. The 2006 Bears were a display of strong defense. The Cheez-It Bowl was a display of two QB's who treated getting intercepted with the mentality of jamming a square peg through a round hole. Late to this comment section, but as I learned from Alex in the Falcons documentary, the true title for most ineptly quarterbacked game goes to 1973 Falcons vs Cardinals (sorry, Cards fans), where both starter QBs managed a passer rating on the day of 0.0, the only time this has ever happened Gary Keithley completed 2/10 passes for 9 yards, 0 TD, and 1 INT Bob Lee completed 3/16 passes for 27 yards, 0 TD, and 2 INT Lee's backup Pat Sullivan was marginally better, with no interceptions, but still completed only 5/15 passes for 51 yards and no scores (PR: 44.0)

As a side note, on November 14, 1976, Giants quarterback Norm Snead completed just 3 of 14 passes for 26 yards and 2 interceptions and led the Giants to a thrilling 12-9 victory over the Washington Redskins. Not a single touchdown was scored in that game, and Snead became the last quarterback in NFL history to lead his team to victory with 0.00 quarterback rating in a single game.

I found the game on Pro Football Reference, and the stats speak for themselves. By the way, the backup QB for the Falcons had a 44.0 passer rating. Between the three QBs, you had 10 completions (in 46 total attempts, including five sacks), zero touchdowns, three interceptions, and 40 net yards (87 passing yards minus 47 sack yards), while there were also a combined four lost fumbles (for seven turnovers). The Falcons starter also finished with -11 yards (27 passing yards minus 38 sack yards) from his 20 total attempts (four sacks) - I'm assuming he was pulled. Forget the video: that game takes the cake for worst quarterbacked game ever, period.
