The Russian Invasion of Georgia happened in 2008, so he was definitely at it. And in 2012 Putin ran for a third presidential term which had very big protests in Russia. This was also right before the 2014 annexation of Crimea which had a fair bit of foreshadowing.

Governments and businesses are functionally very different. Businesses are organizations built to extract wealth from the economy. Everything they do is normally decided by that interest, and it almost always runs counter to the government's duty to provide services and protect rights. The last thing you want is a government focused on squeezing people for profit.
