There are many testimonies of trucks and crates of guns and machetes, left abandoned to be taken for free. the gangs take it over. even if aside, they organizes themself to have some on their own, so they will not depend on that. in the same way as the Haitian government gives $3 million a year to each gangs, to taking care of some task..
