If they are getting guns from us it is second hand from the guns sent into South America by the CIA into the hands of drug gangs and death squads. There are many testimonies of trucks and crates of guns and machetes, left abandoned to be taken for free. the gangs take it over. even if aside, they organizes themself to have some on their own, so they will not depend on that. in the same way as the Haitian government gives $3 million a year to each gangs, to taking care of some task.. They for sur gonna use that as a financing base, but on the other hand, they don't want to depend solely on that, so they develop their own business. like kidnapping, drug smuggling, etc. so of course the arms come from cia smugling. they only want gang or corrupt business man and politiciens to rule in haiti.

many of the gangs have former police officers, and one of the gangs is former swat. i somehow doubt they turned in their gear when they decided to be a gang instead of cops. you see the same thing with narco groups in mexico and south america, they get armed by the us to fight the gangs and then switch sides, often because the gangs pay better.
