My take is that after the outbreak the United States essentially shrank into a connected web of cities still operating initially as the US government just massively reduced in size, with FEDRA and the military enforcing order and running most things. Then over the years the branches of government faded and dissolved and FEDRA basically assumed all power, naturally or forcefully. And the connections between the QZs degraded, essentially leaving them as a very loosely connected network of de facto independent city states, operating at least in name under FEDRA and the United States, while still having friendly relations with each other.

Agreed. In order for any president to still be in charge, it would require the means to communicate on a national level, give orders, and then enforce them if necessary. While radio communications could possibly be in effect, there’s no way for any military force in Philadelphia to force the QZ in Denver to do anything. They may have remained in power for a few years, but after that their influence would fade away to nothing. I always interpreted the line “bureaucrats out of the way” to mean all non military government.

I'm listening to The End: The Defiance and Destruction of Hitler's Germany, 1944-1945, and just recently watch 80's nuclear apocalypse move "threads" and that pretty much follows those. Pieces of the network is removed/fails to keep up with events, people step into the gaps. Either by necessity of to seize power. In The End, as events move faster than the top can keep track of, (Hitler calling to hold at any cost towns that fell 3 days ago), the local authorities, who didn't run for their lives, do the best they can. And once an organization (or person) gets good at something, they tend to want to apply that to any problem. Clickers attacking ... shoot them. People petition for their rights now that immediate threat is gone, and that threatens you're power, ...

IMO I personally believe that New York City is The LOU’s most powerful Quarantine Zone in the country, Just imagine how locked down FEDRA/The Military would have Manhattan, I could see Hunters & Smugglers living and taking over certain areas around NYC & just imagine the types of infected that would be roaming the abandoned subways, buildings and etc

It's actually not so confusing that there is both administration and agency patches, this probably suggests that there was a transition from administration to agency. Agencies in the US federal bureaucracy can be independent and not under the domain of some other department (i.e. defense department, state department, etc.) At some point FEDRA themselves or the government declared it to be a independent agency in order to expand it's powers as martial law was declared.

13:31 the fact that the CPT of the Pittsburgh QZ reported to a COL of the Atlanta QZ doesn’t rule out the the existence of the Washington D.C. QZ as the capital of FEDRA. That only demonstrates that there is still a chain of command in place within the military. Although the garrison that is deployed to each QZ is pretty confusing since Boston has a General, Atlanta has a Colonel, Pittsburgh had a Captain, and Seattle had a Lieutenant (most likely a 1LT since a platoon of soldiers isn’t enough to run a big QZ). Marlene refers to the soldiers in Boston as the “Boston Battalion” which doesn’t make sense because the General of the QZ would lead a division not a battalion. I wish NaughtyDog actually researched military structure when making TLOU because all these mistakes make the lore very confusing.

Naughty dog is extremely careful with details, theres probably a super subtle reason for these lore wise. I feel like putting different rankings on different characters is way too random for it not to have some sort of explanation. (Or maybe they left it up for speculation. Maybe the most qualified person died and these groups are now being lead by whatever’s left.)

Like the new Disney Star Wars made it very hard to keep liking star wars so did Part II for tlou. But yeah, it really only hurts me if I let something that's really completely separate from the first game diminish my passion for it. So yeah. The agency v administration thing might be explained in game as the transition of power. An agency work by being appointed positions within the government, they are “agents” hired to oversee a function within the government. Whereas administration is run by elected officials. My theory is FEDRA started off as a agency tasked with the standard disaster relief we see today. But as the pandemic grew, its importance also grew along with it, so it was transformed into an administration to help it achieve their goals efficiently. So a very powerful elected official would essentially be placed at the head (maybe someone like a vice president) and by this, other government agencies could be placed under it.

Bothell is only like 20min away from the center of Seattle. It makes sense that they would QZ in Seattle because Bothell is a satellite of Seattle, and Seattle would have more infrastructure to house more people.

Bothell Washington is basically Seattle so it still checks out with the theory. Its one of the many other "districts" (for lack of a better term) like Capitol Hill in Seattle. You can verify this on Google Maps.

There are a lot of towns that are "basically" part of the larger city like Fresno/Clovis in California, two completely separate towns but they're right on top of eachother (no distinct separation). And if you read what I wrote you'll see I said "basically" and wrote "districts for lack of a better term". But it was about the theroy not about Bothell being a town. With Seattle and Bothell being so close together and no real big separation between the two they are basically the same as the eagle flys, therefore making the theory possible.

It is great to have you back making lore videos. I totally agree with you that the disappointment with the story from Part 2 should not detract from what a great game Part 1 was. I also hope that if the proposed future remake ever happens that they don't try to retrofit the story to be more like the relentlessly angry tone of Part 2. For me, a defining reason that Part 1 was so much better was the strong characters, that often still showed a sense of humor and hope, without 24/7 angst and dread. Part 2 was a beautiful game visually, for the most part, but mostly lacked fully developed characters that were likable. It mostly spent time diminishing the returning characters to the point that they often stop being likable. Tommy, for instance, underwent a severe turn for the worse by the end of the game. As for the real FEMA, it is firmly a civilian organization that utilizes elements of the military for logistics, rescue, and basic security in the aftermath of major disasters. If there was a disaster of the magnitude of TLOU, it would require a declaration of martial law to deal with a nationwide state of emergency. It would be impossible to act quick enough to respond to a disaster of that magnitude with Congressional bickering and the many unwieldy overlapping layers of civil governments in time to get a consensus to act. It would be a dereliction of duty not to assume emergency powers to deal with the crisis and try to keep some hope that restoration of normal governance will follow in the future. In real life, it would probably not be FEMA, but the Pentagon that would take charge due to its logistical and communications capability, aside from weapons, and its nation-wide ability to activate the National Guard with a built-in Command and Control that is well placed in every state. Also though FEMA cuts the checks and oversees the process during disasters it is the National Guard that mostly supplies the muscle and security. All in all, FEDRA just sounds cooler than saying the National Guard was activated nationwide to deal with the crisis.

I absolutely agree, the prospect of a potential remake to bring part I up to modern standards in terms of gameplay, graphics, etc has me excited. But for the love of God if they do any such thing, retconning anything, adding or removing lore, or even lines of dialogue I will be very upset. I am all for bringing the game to the new generation in all its glory - but just as with the HBO show, they better not screw around with what made it what it is today. And I think you're on point with the tone of the story in part II. Aside from familiar characters from the first game acting like impostors, seemingly becoming entirely different people (especially Joel, but Ellie losing all of her quirks to become angry and bitter for the entirety of the game too) the story just feels constantly awful. Any impact horrible events would have had is lost because the entire game is just misery upon more misery. Henry shooting himself after Sam turns in the first game is infinitely more impactful than any of the deaths in Part II, because leading up to it was not just an endless array of death and despair, but actually - like you said - quite a hopeful outlook for the rest of the game. When I got to the aquarium and Ellie flat-out murders Owen and Mel just for the sake of it I felt nothing. They try their hardest to make you feel horrible and shocked but it falls incredibly flat because it's just a drop in the ocean of misery that is Part II's story. Part of the thrill of apocalyptic stories is that the world "ends" but it doesn't really. That the heroes or humanity, in general, can pull themselves up and narrowly escape that end. Part II is so far from that. Interesting, that's a really good explanation of it! So, FEDRA / the president / the pentagon could have just assumed these powers legitimately through a nationwide state of emergency then? And then they just never gave them up resulting in the fireflies, WLF etc?

Super QZs sounds like a very interesting idea. It’s like in Maze Runner - at the beginning we see only typical post-apocalyptic world with destroyed infrastructure, but then the main characters find themselves in a full-blown functioning megapolis. It would be very unusual to see something like that (maybe to a less degree) in TLOU Part 3. As for the president, it would be a fictional one, I think. Probably, during all the 20+ years of CBI pandemic, quarantine zones that could still be functional, would most likely lose all the communications between each other, and turn into independent entities. Good video, Emil, lots of stuff I’ve never thought about 👍

I haven't watched maze runner but that sounds dope, I should check it out! I could totally see something similar, albeit a bit less spectacular than a "megapolis" in tlou. Think about naturally defensible areas like manhattan for example. If the military abandoned all other nearby zones in favor of reinforcing the NYC one, as well as it being a FEDRA / FEMA main office - it could totally be or become a super QZ. In that one piece of concept art it shows the gate from the brooklyn side of the brooklyn bride, as well as lit-up skyscrapers peeking over the wall. Indicating that maybe the entirety of lower manhattan might be a functioning city still! And agreed on the president, I doubt ND would take the risk of getting sued for defamation or something. Have you watched any of the concept trailers? I hope it’s not as corny as it looks, I absolutely loved the first game when it came out and still replay it a few times a year and I had a good time with the 2nd one even though the story is not as good. I just wish I could really dive into the world through the lense of the first game and go through all the lore like the city in the sewers with ish and all the little hidden stories throughout the game.

Upon subsequent playthroughs, I always thought that Arthur Munroe is the voice we hear in the beginning and that he is a high ranking FEDRA official if not it's leader. I'm not American so help me on this - but I find it strange that the Attorney General is the one who "makes it clear" that the military will no longer go to hard to reach places. Why would the Attorney General be tasked to say that? Why not someone who is actually from the military, or alternatively why not the Secretary of the Interior or Homeland Security. As I understand it the Attorney General is just like the top legal advisor to the government. (although I do know the in-game clipping cuts off before we know exactly what Munroe made clear, and to whom, so we do not have the full context) Anyway... I think it's interesting so in my mind Arthur Munroe is the voice in the beginning and is a leader of FEDRA.

Fedra is an excellent representation of a real-world agency like FEMA taking control during a disaster of this magnitude. It would be piece meal for the first few years, but it wouldn't last. People by nature, even during trying times, tend to look out for themselves and the number of "givers" would deplete overnight. An organization like Fedra(FEMA) wouldn't last and from how they've faired in the most recent title. The real-world FEMA would buckle under bureaucratic paperwork alone. But people forget, Fedra would've had access to the Cheyenne mountain complex, Raven Rock, Mt. Weather, as well as 8 other unknown locations designated "camp nowhere", which is just a code name as these sites that could be anything from an outdoor FOB to an underground bunker complex. Point is I kinda hope we see them in the next title, having restored central leadership to a civilian elected government and with a mission to reclaim the world that was lost. In TLOU, FEMA becomes totalitarian in order to maintain continuity of governance. This wouldn't happen in real life as FEMA and HS Charter DO NOT supersede NSA/CSS charter to protect the government, even from itself. One problem I have with modern media is the lack of realism to the "SHTF" plan the government has in place at this very time to deal with these very crises.

Honestly I really only think FEDRA has one shot at surviving for another 10 to 20 years after the last of us part II , they have to abandon every Quarantine zone and relocate every soldier to their safest and biggest military base. This would be a hard journey for many of the soldiers but their only shot at survival since most QZs are falling apart or have already fallen. There new rendezvous point would most likely be the Denver QZ since there rumored to have 13,000 soldiers already. This will be something very similar to what the Military did in the new Planet of the apes trilogy where they all relocated into a main base , comprised of about 50,000 soldiers. This will be really the only chance the military and FEDRA has at relocating their resources and building new infrastructure and gaining new firepower to at least make the Denver area extremely safe and akin to the old world. This is because every other QZ at this point is a waste of resources and soldiers are spread to thin.

I think that western states with a lot of federal land and harsher climate (like Nevada, Utah, Idaho) would have tons of QZs due to the federal gov already owning the land and being far from major cites. 2. The US military has 11 aircraft carriers, and because some are nuclear powered they could stay in the sea for decades without fuel. Only problem is that food would run out quickly. It truly is! Agreed, I've heard a lot of people talk about how part II OST is better than part I. Even though I do agree pretty much everything in terms of the actual *game* is better than the first (ie level design, graphics, shooting mechanics etc minus the story ofc) The soundtrack to me isn't nearly as good and doesn't really have a single iconic, piece while in part I almost every single track is phenomenal.

I have played it a lots and lots of times and I went through every conversation and read everything about it and the music, I love listening to it while working. I have made one mistake perhaps. Out of anticipation while waiting for part II, I played part 1 just one more time before starting off with part ii so that I am fresh in my head again. I just couldnt connect to part ii but just my opinion.

8:12 based on the show FEDRA is actually much different. Where FEMA workers are famous for the polo shirts and colored vests, and maybe personal protective equipment, depending on the disaster, FEDRA comes in fully armed and clad like a paramilitary force, driving military vehicles. It is against US to deploy federal military forces domestically, which is why FEMA works in partnership with the National Guard (whose members are cross trained to be both soldiers and disaster-relief worker) in major disaster zones. The National Guard is not directed by FEMA, instead the National Guard is administered and lead by the each state’s Governor.

True I believe that FEDRA is a last resort type unit and is a reserve if the National Gaurd can’t handle whatever is going on. The FEDRA soldier that kills Sarah and the ones at the Austin Hospital before it explodes probably were there due to Texas National Gaurd being overwhelmed and were sent in as a last resort.

It's really interesting, especially if you read between the lines a bit. FEDRA started from scattered groups of surviving military, law enforcement, and civil government folks that went from a strongly centralized chain of command, to near anarchy, followed by re-consolidation into it's current form. Which are now gradually decaying from attrition, lack of resources, loss of land and population. I'd bet living in a QZ 5-10 years after the event was a very different experience. We see the soldiers go from cutting edge combat troops using the latest gear (circa 2013 anyway) to ragtag soldiers that look more like poorly funded rural PD tactical units. No plate carriers, old-ass rifles with almost no finish left, beat up solid color uniforms and barely running vehicles. It implies that as stockpiles were depleted they had to be very careful what to use their now extremely limited industrial capacity for, and decided to use it for a little bit of everything but not a lot of anything. One of the things I'd love to see is where and how this remaining industrial and agricultural capacity is. Who's growing the food, and where? How many factories are left and where are they getting the raw materials to build anything in them? How the hell would you even go about guarding the massive areas of land needed to cultivate crops and how to decontaminate them, considering this all started because of contaminated grain? This shit is unbelievably resource intensive, we take for granted the complexity of supplying even a very limited manufacturing base. Making batteries (as the military is said to be doing) would be a massive achievement

The switch to solid color uniforms would make sense they're much cheaper and quicker to produce then the ACU camo fatigues that would have been used before the outbreak. As well there would be no need for camouflage they are definitely not expecting to fight other militaries the switch to dark blue or black it Blends into Urban environments in the dark. The uniforms themselves would be quite easy and cheap to produce you would just need cloth and people to assemble them by hand or by machine. Rifles even if they stopped making new ones they would still be fine weapons are surprisingly durable and can take abuse and anyway they're the military they would probably be cleaned regularly.

I'm happy to be back. This video and series is actually something I've had in mind for a long time, even way before part II ever released. The voiceover for this particular vid was done in febuary, just had a hard time to find the time and motivation to finish it. And yeah, even though what's happened to the community and many channels post-part II sucks I totally get it. I've personally felt many times I wanted to give up on it, having dedicated so much work - years - at this point to a franchise that did it's best to alienate many of its fans, including me, and I assume many other content creators. It's near impossible to pour your heart and soul into creating fun and interesting content when you yourself aren't feeling it anymore. Part II is still a sore spot for me, and will probably always be. But confirmation-ish of a part I remake, factions 2 (hopefully) on the horizon and replaying part I has me hoping for good things in the future. Which has somewhat reignited my excitment and motivation to continue. So here's hoping things only go up from here! Also, glad seeing you sticking around Heisenberg!

Having played both games agaim recently, one after the other, i have to say part 2 is incredible. Just as good as part one. They might have fucked up the order in which you play, should jave played as abby first, but it still amazing game.

Because Naughty Dog mistakenly thought that the fan base would be mature enough to understand that the protagonist can’t just kill scores of people from a group, screw them over, and expect nobody to try to get their revenge. Part 2 retroactively humanizes all the people you killed in Part 1. It reminds you that in-universe these aren’t just mindless drones, but mothers, fathers, son, daughters etc. Also, Abby’s motivations are in line with Joel. If Ellie got smoked towards the end of Part 1, Joel would have gone completely scorched earth. We saw what happened when he was trying to escape from a firefly base. Imagine if he was out for revenge. How is what Abby did any different?

I feel like most major cities would be nigh-impossible to defend considering the mass population. Maybe a couple of major cities would stand but I believe most would fall to ruin and most civilizations would be smaller outposts (like Tommy’s) scattered throughout the country. All doomed to the predations of nature and the infected. At least until the infected die off in due time and some semblance of government could restart America from the ground up in at least 100 years.

The reason the central command is in Atlanta is because the region is not only heavily militarized, with a number of prominent marine and army bases. But because it’s the headquarters for the CDC. Washington DC would be a nightmare to defend, and is utterly lacking in practical defense against forces like zombies. Washington is in reality a decoration, and would fall almost instantly. But Atlanta might stand a chance after being utterly purged after an initial outbreak. It’s likely any executive branch would move to either Atlanta or the much more likely mount weather bunker complex in Virginia. Let me also add that the idea of Utah falling apart when it’s main demographic is a religious group with dooms day preparing as a commandment is a little absurd.

No effort is made to make DC defensible because continuity of government procedures would be to get the government leadership out of the city anyway because it becomes an instant target of any adversary merely by virtue of it being the capital. Having said that, that doesn't mean there wouldn't be a continued government presence in the city or in areas around it like Joint base Andrews, Fort Meade, and especially Fort Detrick since the military version of the CDC, USAMRIID, is located there.

The ravages of time wouldn't do much to destroy over engineered monuments, but any occupation of a former large city like DC would require fire bombing at a minimum. Its much easier to justify burning down Atlanta than DC. Especially from a morale perspective during the earlier days of the infection. The government having to bomb the former capital in order to still function wouldn't give many people hope or trust. The two things needed to keep an organization like a country going. Aside from Morale, DC serves no purpose, especially when regular forms of government have been disbanded. Infrastructure to serve a governmental body that no longer exists is nothing more then a liability. It has no manufacturing capability, very little logistical capacity except for the hinterlands, the terrain is swampy, there are lots of rivers in the area, and the urban centers bloated. It also sends a message to the American public at large, that the government has changed and will not go back until DC is reclaimed. Governments mostly exist to push narratives, so from the governments perceptive abandoning DC might have been the right thing to do. What do you think?

Bothell is a city in the Seattle Metro area, meaning that moving there would save more people and make more sense - being on the coast rather than remaining 8+ miles from any possible ports, and the CDC is headquartered in Atlanta, so likely they were involved in the response to the disease in some way

It is my belief that the northeast, because of its population and relative time to advance, is probably the biggest hub for federal forces. Imagine Cities like Boston, New York, Philly, D.C being fedra strongholds. I could even see cities like Springfield MA, rochester, Albany NY, and cities like Scranton or reading PA having their own qzs, if enough time was secured.

Perhaps the Agency became the Administration after they assumed power during the fall. Thus using both labels and the Adm was a more recent print before everything collapsed. I doubt they have survivors making their clothes, more likely they’re reusing whatever they have. Perhaps with Seattle they tried to fortify it as a coastal city or maybe they had a handle on the early outbreak as opposed to the southern states bordering Mexico. Just a theory. Maybe it was the last place to fall before Bothel in the state or region. Maybe they had no choice but to retreat to Alaska in hopes to slow down the infection if Bothel fell.

It is good to be back! As for your question I think that's very hard to answer. Judging part II as a complete package doesn't do certain parts justice, and doesn't critique other parts enough. Which is one of the reasons I never did rate it in my discussion vid last year. Though if I were to rate it I'd split it in several different "components" with their own scores: If we let ageing factor (I wouldn't because it's not fair to compare an 8-year old game to a new one but if we do let it) this is my rating for both games: The Last of Us: Graphics: 7/10 Gameplay 8/10 Level design 7/10 Sound design: 10/10 Soundtrack: 10/10 Lore: 10/10 Story/plot: 10/10 The Last of Us Part II: Graphics: 10/10 Gameplay: 10/10 Level design: 10/10 Sound design: 10/10 Soundtrack: 6/10 Lore: 7/10 Story/plot: 3/10 But without counting the aged aspects of the game, part I is 10/10 all around imo.

Culture journalism and awards shows / organisations whether it’s movies, games or comics etc, have become increasingly bigger jokes with each year imo. So called critics and experts are so incredibly out of touch with the actual audiences of these things it’s funny. I think part II 100% deserves awards and praise for its technical achievements. An opinion that is universal for almost everyone who played it regardless of their opinion on the story. But a game is a package deal. Game of the year means *everything* needs to be the best of the best, and that’s just not it this time around. And yeah I really want to make a video about this potential remake. I’m cautiously excited for it. But I’ll go more into detail in the actual vid later.

By winning the most awards in history should mean "Everyone" liked it when that is absolutely false. Angry Joe who is a popular streamer and reviewer said in one of his videos that the industry insiders, mainstream media and the critics/journalists have clearly circled the wagon and are giving awards as a "knee jerk" reaction to the hate it got received and also to actual criticism which it pretty much shows that. REF The difference between Administration and Agency: Having worked across the US Federal space for many many years, there is a difference (that is ultimately meaningless): administrations administer existing processes, procedures, and agreed upon plans and Agencies are more action oriented. And yes, I can foresee an apocalyptic future where some leader somewhere decides that now is the right time for a revised organization, a new mission including mission statement, org chart, and basically "put their stamp permanently on the organization" as part of their bureaucratic legacy. I am guessing that that person who have been advised by his blue ribbon strategic planning panel that they didn't have the resources to print up new logos with new names to replace the old ones, so they would keep the old FEDRA name but rebrand FEDRA in any new materials they produce in the future including sticker, signs, reports, logos, etc. Applause all around, handshakes, and an award or two. Seriously, no zombie dooms day event is going to stop the "strategic planning" process.

There really is no confusion between the A in FEDRA and what it means. We are looking at it from the view of our world where we get notified when things change. It’s simple to explain why the A in FEDRA changes they changed the name or rather changed the acronym. It could’ve initially been agency or administration then over the years changed to either or. Remember we pick up the game 20 years in the future your thought that the lore we find is outdated is likely 100% correct because majority of it was printed 20years prior. Again we are on the outside looking in however the game itself is from the viewpoint of Ellie/Joel where they wouldn’t know why the name changed, or that the military merged with Fedra

Bothell is extremely close to Seattle (just on the north side of the lake) it would be very plausible they just moved it a little south to the main city

I feel like Obama would definitely be the leader of fedra mainly because of the time of the CBI outbreak and Obama’s politics makes sense of him to lead this governmental organization.

Well at least prior to the outbreak, the president, Obama or not would be the boss of FEDRA / FEMA considering the president is head of state. But the question remains if it stayed that way or if he was removed from power. And I agree, I'm really hoping for FEDRA in factions 2. It baffles me that they weren't in factions 1, considering the actual war we see in the story is between FEDRA and the Fireflies and not hunters v Fireflies (even if that conflict did indeed happen all over the country, notably in Pittsburgh).

@@TheiPadCat I’m hopeful that factions 2 will add factions hubs where each faction is given a home base: stadium for wlf, haven for seraphites, qz for fedra etc
