the reason Mandela Catalogue freaks people out is that for one, the jumpscare never comes, and two, it plays into uncanny valley, which is a response we have to identify things that look human but aren't. it's why some people are freaked out by mannequins. and acknowledging the alternates is how they get you, so while it may leave the person in distress, not responding to an alternate encounter is the best option the authorities have for dealing with alternates so far.
