Saurabhji, Congress up to 1970 was a cadre based party. Indira Gandhi broke this base by 1980 and a new Congress evolved which was run by family. Congress lost the base in Gujarat by not letting Narmad yojana move. Chimannbhai Patel's strong personality was in Rajiv: 's way. BJP in Gujarat worked on this weakness of Congress.
