It's a satire on his lack of action. He spends too much time talking and politicizing instead of taking action. Syria happened after he messed Libya up. Which when it came to Libya he acted instead of negotiated. (He was probably just a puppet in that case) Many of the weapons ISIS has, apart from being obtained within Syria/Iraq, came from Libya. And just do your homework if you don't want to take my word for it :) But really if McCain was in office we would have invaded Syria and Iran with an entire army. So I suppose Obama is the lesser evil... but still bad for attacking Libya and arming/supporting Al Qaeda affiliates.
