It is completely conjugated because each carbon is sp^2 hybridized --> draw the resonance structure for the compound you will realize that the carbon below 4 will obtain the pi bond until and you keep getting equivalent resonance structures that you will end up drawing a circle eventually.

Cyclic just means a ring not inherently 6 membered ring
