Most respected admirable talented person & President of india said that in his autobiography (wings of fire) "He did a sign on a bill which was slightly unconstitutional under the pressure of Cabinet Ministers.... & they represented the bill in way that Mr Kalam had no option" Hence, It's not that people who do under pressure work is quite easy to do or to not do.... It is not only the case that IAS are generalists. Even when you read operational books like "The Goal", after a stint in managing a plant at ground level, the person is moved to a variety of roles like sales, r&d, strategy and so on in which they have low practical knowledge so that they can be prepared for execution roles.

Most of the people I knew who were preparing for the IAS didn't care much about power to change the society, they just cared about having power and misusing it. And that is all most of the newcomers have become. That zeal to bring change with the power you have is completly gone. Also, IAS officers get hefty packages from Corporate now, so most of the high performers who are tired of Politicians quit, only the ones who are Yes man and want to misuse their power stay.

By and large, civil servants especially IAS cadre become adept at “working the system”, pushing paper, Lear to always be on the right side. As usual, there are exceptions, who had specialised in finance, trade, information technology and the like. There are specialised services such as Indian foreign service, Indian police service, Indian revenue service, Indian trade service, Indian forest service and so on. Perhaps, such specialised services should replace IAS.

True, there are few bad apples everywhere, there is nothing new in that, therefore there is no need to overstretch such a small issue. At the end of the day, best people should be at the helm of the government for making policies. There has to be a balance between the number of specialists and generalists in the service. While specialists provide expertise in a domain, generalists provide a wide range of perspectives with a comprehensive understanding of the grassroots level problems. Therefore, experts are needed to provide deep insights in a particular domain, and generalists are needed to ensure that all domains work in cohesion with each other with an underlying overarching policy for the betterment of the nation. As Winston Churchill once famously said, "Experts must be on tap, and not on top."

there have been 4 brothers in IAS all retiring as chief secretaries of different states. There have been 3 sisters in IAS in Haryana, all their son in law and daughters-in-law are in civil services, all the three sisters retired as Chief Secretaries of Haryana at different times.
Lateral entry is the best thing for our country. In most developed countries including the US qualified professionals after a successful run in the private sector or education have a chance to serve in the government at a high level. This way they bring in far more fresh ideas into the government than a typical IAS babu. IAS/IPS/IRS are the most corrupt services in India. Bribes and inefficiencies are common in these services.

Refreshing interview. Resonate with the views The job is most coveted because it gives HUGE benefits and opportunities to build a fortune. The IAS selection and power structure has to change. In the past the ICS predecessor of IAS were partners with British colonials in looting. Now the colonials are replaced by politicians and IAS replaced ICS. Hence nothing has changed except only now.

While experience teaches us important lessons, it also limits our perspective as we develop deep-rooted convictions which do not allow us to think beyond the comfortable world view which we create for ourselves. I do not assume that I can change your point of view, also, I'm not saying that there is nothing wrong with the status quo. My simple submission to you is that your point of view oversimplifies the reality and sounds more like a conspiracy theory and hence, it does not reflect the reality. Therefore - read more. It will help you to develop a more nuanced and realistic perspective, that is if you're interested. Otherwise, just blurt out whatever you've in mind without even spending considerable time on understanding any issue. Anyway, that is what most of the people do, especially, in my generation. When doctors, engineers and lawyers choose to appear in the UPSC exams to enter the service, it shows they were confused about obtaining their graduate level qualifications in the first place...they obtained their degrees to help them sustain the competition that's they have to overcome to enter the civil service. So, myself being a B.Com will eventually lose out to someone who has a professional qualification, so that the UPSC can claim that only the best make it. Like how it's mostly engineers from Tier-1 colleges who enter the IIMs for the same reason. Imagine MBBS doctors, former Google staff and investment bankers choose to enter the civil service, which shows there is still much glamour, money and social status involved in a govt job along with job security (albeit with frequent transfers). In all these subplots, the betterment of the country and conceiving good enough policies take a backseat as when it's down to that, the netas will interfere in their day-to-day activities so that they stick on to power and indulge in vote bank politics. It's a vicious circle, put simply. And, for decades now, the civil service is partial to the backward caste applicants. Like Modi's cabinet, which is based on caste equations to maintain an equilibrium of sorts. In some states, even the CM candidate is governed by the equations to help the high command with the electioneering.

Why to compare Bureaucracy with Politics? Bureaucracy is supposed to function within the direction of Politics. Compare Bureaucracy with other government jobs and you will came to realise the concept of Power. In changing times, we find MLAs coming to homes of ordinary humans like us. Just go and visit a DC office and you will be brutally handled even for a small certificate.

One trend I have seen Retired IAS officers who couldn't make it to any Minister's personal adviser : writes books on bureaucracy needs reforms, uncovering scams. Meanwhile retired IFS : writes books on Geopolitics and International relations. Each of these books are a source of wisdom to us. This shows IFS officers are well satisfied with their life unlike their IAS counterparts.

This gentleman has no idea about the real role of the IAS. He has a totally careerist view. IAS is valued not because of the tough examination, but because it offers very challenging jobs. Political interference is a hurdle, but is also a challenge. How to get a work done in spite of the politicians or without coming in conflict with them is the challenge. This calls for innovation and a good understanding of the cultural norms of the area, political processes, and above all human nature. IAS job is not a safe slot for an occupant to spend time in comfort offering his knowledge and wisdom provided he is not disturbed and adequately rewarded. This is a careerist view. Of course a careerist is better than a person whose only concern is to make money and look after himself. But the IAS job has to be ideally looked upon as the role of a 'Statesman in Disguise'.

Devi Chandran Nope. He's served for 3 decades. That must mean something. I agree that civil servants are supposed to be mentally tough enough to face political challenges but you are completely missing his points. He is not even talking about cultural norms and human understanding. Those are not the problem. The problem is politicians causing instability in tenure of the officers which is considered a great threat to the competence of a personnel by business schools. Well IAS are no businessmen but the law is applicable everywhere. An officer must be free in taking his decison authority. No matter how competent a man is he won't be able to show performance if he is not given any chance.You know there are some decisons which only IAS can take. But the politicians indirectly manipulate those decisons as well. "Do this or get ready for transfer. If you don't the next officer will." Thats the line which sounds filmy but is real as shit. The ultimate goal of civil servants, politicians and common people is the development of nation. How will the nation develop when honest and competent officers are given the worst of treatment and the least competent corrupt officers are given the most powerful positions? If an officer is given a fixed tenure of atleast 2 years in a particular post then he will be able to freely take decisons for the welfare of nation.

+ One can be better Boss than his own Boss. Hence fair opportunity to lateral entry should also be given to serving IAS as well. - If IAS gets full term protection then they would not listen to what elected politicians ask them to do. Already dismissing IAS is almost impossible procedure and only control the elected politicians have over them is in the form of transfer.

I am preparing for civil services & found myself many a times in confused state like I'm preparing for it but would it would be worth it? As we saw nowadays 2 IAS officers resigned, lateral entry (even I'm in favour but could be done by training existing officers), shrinking public space, etc. Would it be worth it? Ask myself on each alternate day.

I think the worthiness depends on individual's priority in life. But for sure civil services offers posts of high impact. India desperately needs high caliber civil servants committed to the society (no matter which department). Definitely there are opportunity costs involved (as with all other decisions). @@uddiptakakati7323 Starting salary 75,000/-. Career end salary around 5 lakh. Education, lifestyle, medical expenses. Not possible. Iam not talking about a 2bhk or a hyundai creta car. I am talking about a house in a self purchased land and a high end car. 99% are corrupt. Most of them take bribes, mismanage funds and maintain their hi fi lifestyle. Most honest ones too create excessive bills and show fake expenditures. Even the utter honest ones takes cut from free fuels provided by the govt. Don't go too deep because you may in fact find that there are no officers living only on their salaries.
