This isn't their first time interacting. They interacted off-screen before S01E01. Remember "Little Man" was the one who told the gang about Jayce's home lab because Jayce bought parts from Ekko and as he quoted "he didn't even haggle" EDIT: yes this also means that this off-screen interaction is the cause of the entire show in the 1st place.

I have a theory about what is the power that Viktor now wields; I believe it's a new form of power that didn't exactly exist before in League's lore, but a hybrid of the Arcane harnessed through Hextec (so already a synthetic form of magic) and a mutated/evolved, albeit, a lesser form of the Void. Because Piltover was built on top of Shurima's ruins, and Shurima has fought the Void in ancient times, the purple flowers Singed used to feed Rio and create Shimmer might have a void like quality to it and might be reminiscent of that era. And it's canon that all that the Void wants it's to spread and consume. So Viktor's seeing Sky may be an illusion created by this sentient Void thing that got melded into him (the Hexcore) to manipulate him into 'spreading' this new form of void+arcane beings in the world, all the while he thinks he's saving people. Sure, they look like they're 'reborn' now, but whether if they're going to be fully independent individuals or act as a hive mind, and what roles they might play, I have no idea. lol
