Interesting analysis about how competent were the Romans of this age, but I have to add that it was in this instance, in the war against the Seleucids in Asia minor that a major case of Roman military insubordination was reported for the first time. I am talking about the campaign launched by the Roman commander Gnaeus Manlius Vulso in 189 BC against the Galatians, a people living in the inland of the Anatolian peninsula, without either the permission nor any requests from the Senate of Rome. Vulso started this "side-war" on his own initiative and prevailed. When he returned to Rome he was initially accused of threatening another conflict with the Seleucids by altering the balance of power in Asia Minor but later he was discharged and was even elected as Consul. This whole affair set a dangerous precedent showing that military insubordination of Roman commanders could not only avoid legal repercussions but, to the contrary, be used to gain awards (a triumph) and political authority (consulship). This example was clearly remembered and emulated by later generations of Roman commanders with far more self-destructive consequences for the Roman Republic.
