Let me add a few more details to this. 1. Not only Administrative Modules have claim ability, L and XL Fabrication Bays also do this. Think its already in 6.20 where the encyclopaedia shows if a module has claim ability 2. Stations defined as Trading Stations (not player ones) don't require any module to claim sector, their base station definition does it. Which also means that unlike with station that have claiming modules, trading stations need to be complete destroyed for them to lose the claim. Also in case of 3 or more factions laying claim to the sector, if the original owner is removed the sector wont go to any of the remaining factions, and instead turn to ownerless and contested, until just one faction has claim on the sector.

What's the benefit to claiming a sector? I've taken two sectors and claimed them but I don't see any benefit other than not having to pay for a plot license.

You can police it, and when you come to build a lot of stations that licence save is massive
