Being put in handcuffs isn't necessarily violent. And it's not even necessarily a sign that you've been arrested. But they are often used in violent situations and sometimes they are misused by being put on too tight. Police officers do have a tendency to use them far too often, IMO.

Because she's there under a job order, you could actually do the employee complaint route - in that you never complain directly to a employee but always take it a step up, yes, it sound like Karen mindset, but what makes it not that are that you don't tell the employee or cause a scene. You go on as if nothing. In this situation, the woman should just tell the officers "I am not trasspassing, I am working. If you have any questions contact my boss".
