Say you're a government giving aid to a country that's not your own; then the inputs of that aid effort will be taken directly from what that government would typically be giving to its own people, and so a growing portion of their own people are neglected in favour of people outside of their jurisdiction. Not only that but it costs exponentially more in foreign aid at that point than just giving to your own people. then your own people get ideas of replacing you with a different leadership/government that will fix their own local problems, ignoring the starving and destitute abroad in some far-flung dictatorship. If you're going to pull an international aid effort on such a scale you need to sell the idea to your own people and convince them against their own interest that helping others they never interact with and probably never will that the tax the government bleeds them for should be poured abroad with their own not seeing a single cent. Human nature is best described by the airline oxygen mask policy: "put your own mask on first so that you may not pass out trying to put a mask on the person sitting beside you"
