Mr. Popo is modeled after Eastern Genies or Jinn so him having horns makes sense. Remember, he has pointy ears, dresses rather distinctly like he's from the Middle East, occasionally rides a magic carpet and had strength capable of holding back young Trunks and Goten in DBZ. If anything I'm surprised he doesn't know more about the Demon Realm.

Overall, it's been 30+yrs and we know almost nothing about Mr popo. Where he's from, what he's capable of, etc. Most other animes, we know a little bit about each character we meet, but dragonball totally disregards a few characters. At least in the animations. Idk how much the manga details.

Note that, when asking the little devil (I forgot his name), Shenlong asks for details of the wish and with that, he made the little guy make 3 WISHES: 1_ Turn everyone into a child... 2_ at the age of 6... 3_ and turn those who are children into babies. I'm not on board with the story yet as well, and especially with the whole "childs" concept that takes us back to GT! What will happen in terms of new forms? This is a whole new Saga! So there will be at least one new form! Will they remain children for the whole Saga? Can you imagine a Super Saiyan Purple (random color) while looking like this? Or a Super Saiyan 5? Interestingly enough in GT, Goku was able to transform from his kid version to adult SSJ4! But still it is weird for me! I hope we don't see Dragon Ball Diapers all the way to the end of the Saga!

I love how this is what everyone is noticing. I think it could be a few reasons, namely just that the animators thought it was cute and something a baby would do. It could also be some sort of teething or even just a stress response to a stressful situation

That's what the Power Pole is called in Japanese. Power Pole isn't even an accurate translation. The Funimation dub of DBZ used "Nameks" as well. In Japanese they're just called the "people from Planet Namek (Namek-seijin)". Maybe you should learn a thing or two before you accuse someone else of ignorance.
