Partially. It will help improve your hand speed in insolation from your shoulder to your hand. However, in order to truly throw a powerful strike, I would recommend learning proper kinetic linking (starting from your feet, ending with your hands).

How tiring is this for the scapula?

Very tough at first, but it is possible to improve shoulder endurance with continued practice and observing proper placement of the speedbag relative to your height. I'd recommend trying a few hits on a speedbag at a boxing gym for 1 minute rounds just to see how you feel.
