If you want something cheap and very dependable and if you can't work on it yourself there's a lot of shops to work on it for you. Get a beach cruiser bicycle. I have one it only weighs 24 pounds and very dependable. A tip I use for both of my bicycles put baby powder heavily in the tires it will make them last for years. Because that's a big problem with bicycles flat tires because unfortunately most people don't know how to properly install a tube. I have to say I use to install tubes incorrectly for years and even worked at a tire shop we installed them incorrectly too.

I have a Segway scooter. Can't remember the model but it cruises at 15MPH. Dependable, charges quickly, and looks pretty sturdy. I can get 12 miles from a charge.

Those disc brakes use mountain bike levers and by the look of it mountain bike calipers. So those little discs are going to get stupidly hot when emergency braking or sustaining braking. You can warp regular mountain bike rotors if they're already hot and you slam them on after a long downhill. Edit: Yes I know they make down hill and all mountain specific rotors, but this scooter does not use them.
