Yeah this is very unlikely to go anywhere. You need: 1. A two thirds majority vote in the House AND Senate for it to even be formally recognized as an official proposal. 2. You need three fourths(38 States) of the State legislatures to ratify and pass the amendment. This is slightly more likely then the situation above because of current political divides, but still pretty low odds. 3. All this needs to be done in a specified time frame or it doesn't pass.

Historically speaking, US presidents could always serve three or more terms, there was no limit. Only in relatively recent US history did that change. For various reasons, all US presidents never served more than two terms, except one, Franklin D. Roosevelt, 1933 - 1945. In 1951 there was an amendment added to the US constitution that limited presidential terms to two terms. Personally, I am in favor of the two term limit. It should apply to everyone in elected office.

The bill actually prevents Obama from running because it's worded so that if you already ran two consecutive terms, you cannot run a third, but if they were non-consecutive you can run again after the 2nd term.
