Actually the decision to annex the Soviets doesn't require you to be at war to press it. It just forces you INTO the war when you press it. Very minor difference but I believe it's the only decision/focus/whatever in the game that does that.

There's a Japan focus which increases the price in points on the peace conference to annex their territory. Combine that with relatively fewer victory points than most major countries and the stupidity of the AI fighting you for control of IWO JIMA and you get half of Japan alive with all their navy as well

I did something similar to this a few days ago - but i went all the way down to "full segregation" and the civil war events started happening, so i positioned my entire army just on top of all the victory points in the south and they basically insta-capitulated, but it broke something and the pre-civil-war events kept firing for the rest of the playthrough

If memory serves you can cheese these a bit harder - you can desegregate the armed forces and reach out to the ware group, the former giving a bonkers manpower pool even on disarmed nation and the latter giving some advisers that cost no PP, including one that gives the -5% consumer goods.
