He makes that much an hour just for that project, that project is for the city, meaning it's federal, so he gets paid "PREVAILING WAGE ". If the client wasn't a city and it was a private clien, he would get paid his regular foreman wage, which I would guess is around 55 an hour

Yup exactly i used to work for a contractor my hourly for a labor was 20 at the time . We did a federal job i was getting 62 an hour for that job
