I remember this character in the second 3D street fighter that came out in the late 90’s to early 2000’s. Street Fighter .EX 2 or something like that, I’m pretty sure this guy had a similar move to akuma’s raging dragon throw. He was a weird character with those forward jumping spinning head butts and his slide into his kicking windmill.

What is with that barrier with basically + on hit for one bar of meter? That's free pressure for almost nothing. That said, his neutral seems pretty awful so I don't think JWong should have contested after the barrier as often as he did, and focused more on punishing his unsafe neutral options. The Skullo player is not playing with professional tactics. He's just playing by feel. Therefore he doesn't care for spacing, safe moves, meter management etc. He just throws out any move on the command list at any time
