One thing that has made me think about this is that this might still be a HG kit, just a "limited release" one...similar to some of the early releases of the Gunpla Starter Set which didn't have the HG label on it until some later reprints (despite mentioning them in the description)

​@Black Chandelier Mirage that was a small homevideo publisher who sold in Italy without the rights, at that point Sunrise put some heavy conditions to italian companies interested in Gundam, they had to buy the rights for the whole franchise and distribute all merchandising, toys and all. This meant that no small publishing company could get the rights. But then in the early 2000 the biggest private TV network in Italy got interested in Wing, so they bought the rights in bulk for the whole Gundam franchise and had italian toy companies import all kind of merchandise, wich led to Wing being aired in 2000, and a new more faithful adaptation of the original series being aired in 2004.
