Dunno about the game version, probably removes the muscle limit on your body, boosts your brain reaction time and affects the other chrome like legs and arms and allows them to operate at 300% strength. In the tabletop, however, it only affects the brain, giving you bullet time, allowing you to perceive things slower but not affecting your movement speed. It was also only connected to the brain instead to the spine like the 2077 version.

Our bodies cannot use more than 25-30% of muscular fibers consciously, even with training. That's what sandevistan uses to move at those speeds, while speeding up the brain to keep up with it. Of course, this drains the body's energy pretty fast, which is why its use is limited.

In the tabletop it's "just" a reflex booster that improves your initiative-your body still moves at whatever speed your muscles or cybernetics are capable of doing. The humanity cost is in adapting to a world moving in slow motion (including yourself!). In the video game you just defy the laws of physics by appearing to move at "normal speed" even when under the time dilation.
