The camera in NV shoots an invisible projectile that tells the game what you took a picture of, and the Hoover Adam memorial gets triggered by any projectile, including the camera’s.

The main issue is 3 and NV relied on story while having janky controls you would compensate with VATS. In order to enjoy these games, you need to find ways to calm the ADHD as it requires an actual attention span. This isn't an insult, it just something I've observed of those that primarily play modern FPS titles.
